- RECOVERY: This is a notice of intent by the United States Environmental Protection Agency (EPA), Region 2, to issue Modification 0006 under Contract No. EP-W-09-002 with CDM Federal Programs Corporation (CDM-FPC), for the obligation of $55,000 to begin the performance of a targeted brownfields assessment of the Canal Crossings Redevelopment Area site, located at 824 Garfield Avenue, Jersey City, Hudson County, New Jersey. The work assignment number for this project is 018-SION-02ZZ. The period of performance for this work is on or about August 28, 2009 through September 30, 2010. This project will be funded entirely under the American Recovery and Investment Act of 2009 ("Recovery Act"). "Brownfields" are real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant, including petroleum, controlled substances, and mine wastes. EPA's Targeted Brownfields Assessment (TBA) program is designed to help minimize the uncertainties of contamination often associated with brownfields. A TBA is performed at the request of state and local governments and "non-profit" organizations. A TBA may encompass one or more of the following activities: (1) an "all appropriate inquiry" assessment (Phase I), including a historical investigation and a preliminary site investigation; (2) a more in-depth environmental site assessment (Phase II), including sampling activities to identify the types and concentrations of contaminants and the areas to be cleaned; and (3) evaluation of cleanup options and/or cost estimates based on future uses and redevelopment plans. This project is being issued under Contract No. EP-W-09-002 because this contract provides the necessary capacity and technical capability for this project to meet the requirements of the Recovery Act in the most prudent business manner within the time constraints imposed. Contract EP-W-09-002 was awarded competitively, and its cost-plus-fixed-fee contract structure was selected to provide the greatest incentive for efficient and economical performance, given the type of services to be performed. EPA Region 2 has sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. This contract is the most appropriate contractual vehicle to meet the requirements of the Recovery Act in the most prudent business manner within the time constraints imposed, and consistent with Agency plans that promote the goals of the Recovery Act. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THESE REQUIREMENTS WILL BE AWARDED UNDER AN EXISTING EPA CONTRACT. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
