- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is FDA-99-223-SOL-1063150 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34. The associated North American Industrial Classification System (NAICS) code for this procurement is 423450 with a small business size standard of 100.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-09-02 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Silver Spring, MD 20903 The DHHS FDA Office of Acquisitions and Grants Services requires the following items, Brand Name or Equal, to the following: LI 001, Getinge-Model 533LS Vacuum/Gravity MICROCOMPUTER-CONTROLLED STREAM STERILIZER with multiple Programable cycles. Cycles include gravity vacuuum and liquid cycles and a vacuum leak testcycle. Program settings shall have access control capability. Voltage shall be 208-240V; Controlled Linear Liquid exhaust cycle; Documented cycle run conditions with physical print out;. Temperature ranges of 230 to 275 Degrees F (110-135 C) for glass with 15lbs of pressure; Temperature range of 219 to 275 Degrees F (104-135 C) for liquids with 15lbs of pressure; Controlled Linear Liquid exhaust cycle; Documented cycle run conditions with physical print out; Audible alarm for cycle completion and or malfunction. Minimum chamber size of Chamber shall consist of a total cubic volume of 10.1 cubic feet and be rectangle in shape (approxiamately 21" x 21" x 38" chamber) with a 316L stainless steel sectional U channels (jacket) welded around the 316L stainless steel inner chamber vessel. Oval chambers will not be accepted due to customers loading configuration. The vessel shall withstand working pressure of 45 psig and full vacuum. Provide welded construction and comply with ASME Code Section VIII division 1, U1 stamped vessel. Rigidly support vessels on stainless steel height adjustable feet. Item shall include the following: Rack and 2 shelves; Electic Steam Generator (30KW) and enclosed cabinet. Included, 1, EA; LI 002, Auto Blowdown, 1, EA; LI 003, Watts HS Water Filtration for Stream Generator- Quote includes installation and first year supply of replacement filer 200 gallons in Output per dayUp to 200 gallons per day, 1, EA; LI 004, Removal and relocation of all existing sterilizer equipment on site. Installation of new sterilizer Participate in a walk through on-site with FDA representative prior to beginning installation work., 1, LS; For this solicitation, DHHS FDA Office of Acquisitions and Grants Services intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHHS FDA Office of Acquisitions and Grants Services is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them.
