Description
The U.S. Fish and Wildlife Service is seeking quotes from commercial sources for a Performance Based Acquisition of logging services (NAICS: 113310, Logging). Work will consist of the cutting of undesired trees and removal of resulting woody biomass from Waterfowl Production Areas (WPAs) and removal of slash left from previous tree cutting operations. Trees may be in association with existing or former fence lines which may contain wire and steel posts. Tree species vary widely. Tree diameter at breast height (DBH) ranges from 4 inches to approximately 30 inches. Tree heights will vary as well. The contractor may, in some cases, be required to perform the work in a manner that will prevent damage to residual trees while removing adjacent trees. The work has been grouped into 5 separate groupings based on work to be performed. Location - Waterfowl Production Areas are on U.S. Fish & Wildlife Service Land within the Litchfield Wetland Management District located in central Minnesota. This project is located in the following counties: Kandiyohi, Meeker, McLeod and Renville. The WPAs are grass lands with a mixed hardwood and softwood and brush species consisting of scattered, dense or isolated pockets of trees and brush. The terrain is flat to rolling upland prairie and wetlands. These areas are to be cleared of down and dead woody debris slash piles and dispersed concentrations of trees and individual trees occurring within the WPAs under this contract. The total affected acres for these WPAs is approximately 100 acres. The project will be completed by September 30, 2010. Offerors must submit quotes in accordance with the solicitation which is estimated to be released no later than September 1, 2009. This acquisition will be conducted in accordance with FAR Parts 13 and 12, under the authority of the Test Program for Certain Commercial Items, FAR 13.5. Pricing, technical capability, and past performance will be evaluation criteria for quotes received. The anticipated award date is no later than September 25, 2009. Contract award may be a single award for the entire lot or multiple awards for a number of groupings. All responsible sources may submit a quote which shall be considered by the U.S. FWS. Offerors must be registered in both the Central Contractor Registration (CCR) at www.ccr.gov and the Online Representations and Certifications Application (ORCA) at orca.bpn.gov. This is a Total Small Business Set-Aside.
