- COMBINED SYNOPSIS/SOLICITATION W912L2-09-T-0012 Lightweight Airborne Recovery System (I) This combined synopsis/solicitation is a notice of intent to award a sole source commercial item prepared in accordance with the format in FAR Subpart 6.302-1, 12.6 and 13.501, as supplemented with additional information included in this notice to Cubic Defense Applications, Inc., 9333 Balboa Avenue, San Diego, CA 92123. This announcement constitutes the only solicitation. All responsible sources may submit a proposal, or quotation which shall be considered by the agency. Cubic Defense Applications is the only known source that offers the Lightweight Airborne Recovery System (LARS). Interested parties may submit any information for consideration by the Government to michael.desouto@aztucs.ang.af.mil. (II) This solicitation is issued as a request for quote (RFQ). (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. (IV) This solicitation is being issued as notification; the associated NAICS code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The size standard is 750 Employees. This is not a Small Business Set-A-Side. (V) This combined synopsis/solicitation is for the following commercial item: Lightweight Airborne Recovery System (LARS). (VI) Description of Commercial items is as follows: 1.0 GENERAL 1.1 Contractor will provide Lightweight Airborne Recovery System (LARS) for the ANG AFRC Test Center, located at 1600 E. Super Sabre Drive, Bldg. 10, Tucson, AZ, 85706. The Aircrew Recovery System (LARS) consists of Twin Blade Antenna no. 282825-1, Mount base no. 282610-1, two Receiver/Transmitters with QD no. 282550-1, and two Antenna Switching Units no. 235870-1. (VII) Place of delivery, ANG AFRC Test Center, located at 1600 E. Super Sabre Drive, Bldg. 10, Tucson, AZ, 85706. The delivery date is 90 days after receipt of order. FOB Destination. (VIII) FAR 52.212-1, Instructions to Offerors - Commercial Items (Jun 2008), applies to this acquisition. (IX) FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), does not applies to this sole source acquisition. (X) The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Aug 2009) if applicable. A copy of this provision is located at http://farsite.hill.af.mil/ and can be accomplished electronically at http://orca.bpn.gov. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2008), applies to this acquisition. (XII) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Oct 2008). Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) (19)(20)(21)(24)(26) and (32)(39). (XIII) The following clauses are also applicable to this acquisition: 52.204-7, Central Contractor Registration; 52.252-2, Clauses Incorporated by Reference; 252.204-7004 Alt A, Required Central Contractor Registration; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; including 252.225-7001, Buy American Act and Balance of Payments Program, and 252.232-7003, Electronic Submission of Payment Requests. (XIV) Defense Priorities and Allocations System (DPAS) and assigned rating do not apply. The Government intends to award a Firm Fixed Priced contract resulting from this solicitation. The place of destination of this pending contract is ANG AFRC Test Center, located at 1600 E. Super Sabre Drive, Bldg. 10, Tucson, AZ, 85706. (XV) Quotes are required to be received no later than 12:00 pm PST, September 8, 2009.
