Description
In compliance with the transparency and accountability requirements associated with the supplemental appropriates provided by the American Recovery and Re-Investment Act of 2009 ( Recovery Act ), Public Law 111-5, the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD), is requesting proposals for the construction of NOAA's New Laboratory Replacement for the Southwest Fisheries Science Center (SWFSC) located in La Jolla, California. This competitive process anticipates the award of a firm-fixed price contract. Work to be performed will consist of furnishing all labor, materials, and equipment necessary for an approximate 124,000 gross square foot facility to include a combination of office, storage, chemical and biological laboratories, acoustic-optical test tank facility, light industrial shops, computer labs, conference rooms, library, telecommunication facilities, hazardous waste storage, parking, and demolition. Project completion time is estimated to be 580 calendar days following the issuance of the notice to proceed. Questions regarding this solicitation must be emailed to judi.m.jzyk@noaa.gov. A Request for Proposals solicitation package, inclusive of plans and specifications will be made available on or about October 16, 2009, for downloading at the Government's website at https://www.fbo.gov. No paper copies will be issued. Interested parties are urged to register on the Federal Business Opportunities webpage (FedBizOpps or FBO) to receive notification regarding information associated with this procurement by means of the " Watchlist " feature and to register as an interested vendor through the use of the " Add Me To Interested Vendors " element within the program. Please be aware that while registration at the FedBizOpps website may enable you to receive automatic notification of postings associated with this procurement; it still remains each potential vendor's responsibility to check the website to obtain all current information related to the solicitation, attachments, i.e., drawings, technical specification, reports, amendments, etc., as they become available for download. Any further announcements regarding this solicitation will be posted only at https://www.fbo.gov. The ESTIMATED response due date is December 1, 2009. Please take note that this " estimated " date may differ from the actual due date of offers as stated within the solicitation documents as submission dates are based upon the specific posting date of a solicitation package. This acquisition is being procured under full and open competitive procedures. This requirement is unrestricted and open to competition and participation from all interested business concerns. Please note that large businesses will be required to submit a subcontracting plan which demonstrates a proactive effort and approach which strongly encourages qualified small business concerns' participation to achieve Department of Commerce subcontracting goals. The NAICS Code is 236220 with a business size standard of $33.5 million. Estimated magnitude of the project is between $75 and $125 Million.
