Description
The USDA Forest Service, Payette National Forest, intends to acquire by contract South Fork Salmon River Road Subgrade Repair. Work consists of repairing road subgrade and repaving sections of the South Fork Salmon River Road #474, average width 12 feet and approximately 31.5 miles in length. Project starts near the intersection of Warm Lake Road FS #579 and finishes at the East Fork Salmon River Road. Work will include sawcutting the pavement and cement treated subbase, excavation of native material and disposal of materials offsite, placing of specified geosynthetics and backfilling with specified subbase and base materilas to the specified depths prior to paving. Work will also include replacing several culverts and installing a gabion wall around a culvert outlet. Work at locations will be as shown on the work schedule. The SFSR road #474 is on National Forest Systems Lands and located in Valley County. The SFSR road can be reached by traveling east 26 miles from Cascade, Idaho, to Knox Ranch via the Warm Lake Road FS #579. The Forest Service intends to issue a solicitation for this project utilizing FAR Part 14 procedures for sealed bidding. This acquisition is 100 percent set-aside for Small Business concerns. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest total price that meets the technical requirements outlined in the solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about September 14, 2009. The period of performance for this project requires completion not later than June 01, 2010. The anticipated contract award for this project is September 20, 2009 with the Notice to Proceed expected to be issued within 10 days of contract award. All responsible sources may submit a bid which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render a bidder ineligible for award.
