Description
This publication serves as notice of intent to procure supplies for the U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, FL on a sole source basis with Miteq, Inc. The government intends to acquire the supplies under the authority of FAR Part 13, 106.1. The government intends to issue a fixed price purchase order to Miteq, Inc. for radar components consisting of quiet mixers (P/N AR9296C27S), low noise amplifiers (P/N AFS3-09200960-10-10P-4-GW) and double-balanced mixers (P/N DM0812LW2). AOC operates two WP-3D Orion aircraft for research and reconnaissance purposes. These aircraft are often used for hurricane reconnaissance to collect data useful for hurricane tracking and intensity forecasting. Each aircraft is equipped with a C-band lower fuselage radar and an X-band tail Doppler radar. AOC is currently upgrading these radars, as radar component technology has improved over the past several years. The quiet mixers produced by Miteq, Inc. are currently being used for the upgrades. To change to a different manufacturer would necessitate the complete redesign of the radar receiver, both electrically and physically, and also the power supply system. To do so would not be cost effective. Therefore, Miteq, Inc. is the only responsible source for the quiet mixers. The Miteq, Inc. double-balanced mixers are the only double-balanced mixers that meet the electrical requirements such as conversion power loss, isolation, bandwidth, and power compression points. The Miteq, Inc. low noise amplifiers (LNA)s are the only LNAs that meet the electrical requirements and are form compatible with the other radar components in the system. Miteq, Inc. is the only company which will custom design their LNAs to a specified noise figure that is low enough to ensure optimum radar sensitivity, while also delivering a practical bandwidth and RF power gain. A small physical size is necessary, and these Miteq items provide that. These quiet mixers, double-balanced mixers and LNAs are essential to the radar systems that provide data vital to hurricane forecasting models, which in turn save life and property. This is a small purchase acquisition under $25,000.00. The delivery of the radar components is required within 90 calendar days after receipt of order. This notice of intent is not a request for competitive responses. However, all responses received within ten days after date of publication of this notice will be considered by the government. A determination by the government not to compete the acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DOC, ERAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR.
