- TECHNOLOGY TRANSFER OPPORTUNITY Secure Nuclear Safeguards Scale Sandia National Laboratories, the lead research and development laboratory for the Department of Energy’s physical security needs, is seeking one or more business partners in the safeguards field, to develop Sandia’s Secure Nuclear Safeguards Scale technology. Sandia is seeking a company or companies to commercially license the technology described in this posting. Commercial licensees will have the opportunity to obtain a license to the intellectual properties for reasonable compensation. It is expected that the company (ies) that works with Sandia to develop the Secure Nuclear Safeguards Scale technology will promptly incorporate it into a commercial product. Potential partners must provide Sandia information describing their ability to research, design, develop, manufacture, distribute, market, and service fully functional diagnostics systems. This is a remotely monitored low profile weight sensing device to provide independent unattended nuclear materials process monitoring for international safeguards. It is placed beneath the weighing platform of a commercial scale. The secure nuclear safeguards scale will provide independent, authenticated, real-time process monitoring. This device will mount within commercial weight scale equipment and enable real-time inventory and spectral confirmation measurement to support both nuclear safeguards protocols. The device will support both wireless battery-powered operations and connected power and data links, and will be hardened against neutron and gamma radiation. Tamper resistance, data protection, and physical authentication measures will be intregral to the system by design. The SNSS integrates Sandia technology component skills in microelectromechanical systems (MEMS), integration of micro- and optoelectronics with MEMs, trusted processor systems, seals, and system authentication. The SNSS will be suitable for use in any environment where any valuable or use-controlled materials are weighed and processed under formal inventory control.
