Description
REQUEST for INFORMATION (RFI) Capabilities Integration Environment Technical Operations Support Response date amended and extended to 3 Sep 2009. THE INCUMBENT CONTRACTOR FOR THIS REQUIREMENT IS TRIUNITY ENGINEERING & MANAGEMENT. The government is seeking 8(a) small business contractors that have the technical expertise to migrate, integrate, test, and develop the 554th Electronic Systems Wing's AIS's in the Capabilities Integration Environment (CIE). The CIE is currently located at MAFB-Gunter Annex, Alabama. The CIE provides the ability to develop in an environment that approximates the next scheduled iteration of the Production Environment as it's defined. Therefore, it is necessary to provide look-ahead versions of the Production Environment software as well as current versions. Additional updates and upgrades may occur throughout the life of the contract resulting from this PWS. The Contractor performing this contract is expected to integrate their efforts with the Government CIE team and CIE System Integration Engineer team. Historically this requirement has had a contract value of approximately $3.7 million per year. (See attached Performance Work Statement (PWS) and Attachments 1 through 5 for additional information) Specific skill and knowledge sets necessary for performance include significant engineering skills (see tasks 6-10 of PWS) with knowledge of AF Applications and GCSS-AF Integration Framework. The CIE will be migrating to a two shift a day operation early in contract and may transition to a 24/7 operation during the life of the contract. This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the 643 ELSS/ in developing an acquisition strategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information submitted in response to this RFI. Interested parties should submit a white paper and limit their comments to the areas identified in the "Description of Capabilities" section of this request. Responses to this RFI are not to exceed 5 pages in length. All material submitted in response to this RFI must be unclassified. Responses are to be submitted via email to marsha.goodman@gunter.af.mil and Raymond.mccain@gunter.af.mil by 1300 PM on 31 Aug 2009. This is an information gathering effort only and if further procurement action is taken, additional publication(s) will be done as required. Respondents will NOT be notified of any review results. This RFI is only seeking to establish if adequate 8(a) small businesses exist with the capabilities to support the subject system. Background The 643rd ELSS/EIRC manages various configurations within the CIE and a list of the most current commercial-off-the-shelf (COTS) versions and their subcomponents are in the CIE Version Description Document. The CIE is divided into zones to better provide the developers, testers, and integrators with the required capability in a controlled environment. The current five zones are: Security and Shared Services, Development, Integration, Sandbox, and Performance. The CIE primarily consists of the following COTS products, specifically configured to support CIE requirements: A list of the specific product versions is in the CIE Version Description Document. The contractor shall be expected to stay abreast of and be able to support the requirements of this task order as new products are added to the framework. New Products will be added as the technologies evolve. The CIE is configured to logically mirror the AF Production Environments to provide developers and integrators the services of the production environments. Those environments include the Global Combat Support System - Air Force (GCSS-AF) Integration Framework (IF) as well as other non-GCSS-AF environments/frameworks. The contractor will provide engineering support for deployment of applications to the CIE (task 6), provide engineering support to users to identify issues and solutions associated with application deployment problem, hosting of ERP solutions and database operation in the CIE (task 7), support migration of application upgrades to the CIE environments and providing solutions to problems (task 8), provide performance analysis for CIE operations including bandwidth analysis (task 9) and support load testing of applications in CIE (task 10) in addition to operation, sustainment and configuration management of the CIE hardware and software.
