Description
THIIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. This opportunity is available only to contractors who have received an awarded Region 9 GSA Indefinite Delivery Indefinite Quantity (IDIQ) contract in Zone 1 (Northern California) to provide CM services. The General Services Administration (GSA), Public Buildings Service (PBS), Design and Construction Division (9PC) has a requirement to procure services from a highly qualified Construction Management (CM) firm to perform CM services throughout the design and construction of the New U.S. Courthouse in Bakersfield, California. This project is funded under the American Recovery and Reinvestment Act (ARRA) of 2009 (Public Law 11-5) (Recovery Act). This project began in 2004 under the lease space program. The unique challenges to meet the need under this program could not be realized; therefore GSA looked at other means to accomplish this project. This project is being converted from a lease procurement to a new federally owned courthouse. It was submitted and approved under the American Recovery and Reinvestment Act ("Recovery Act") program. The New U.S. Courthouse in Bakersfield will include one Magistrate courtroom and chamber, district clerk's office, U.S. Marshals Service, U.S. Pretrial Services, and U.S. Probation, totaling approximately 33,400 gross square feet. The Courthouse will be located on a proposed site, donated by the City of Bakersfield, encompassing 2.5 acres within the central business district on 19th Street, between R Street and S Street. In order to assist GSA to ensure quality of work and success of the project, the CM firm will be required to conduct design and constructability reviews of the design documents and drawings developed by the Design/Builder (D/B) firm and Value Engineering workshops during the Design Phase of this project. The CM firm will also assist GSA in overseeing the day-to-day activities of the general contractor during the actual construction phase of the project, also known as the Management and Inspection Phase. The CM work proposed includes but is not limited to the following: • Conduct constructability reviews during design. • Arrange and conduct Value Engineering and Partnering workshop sessions for the project team, at the appropriate times throughout the project development from the design to the completion of construction. • Provide management expertise and direction in monitoring the performance of the construction contractor, the project schedule, ensuring that the requirements specified in the construction contract documents for this phase of the project are met, and coordinating the contractor's work with respect o the operations of the tenants in the building. • Assist the GSA project team with administrative tasks, including documentation, record keeping, payment validation, review of contractor's certified payrolls, periodic labor interviews to ensure compliance with Davis-Bacon Wage rate, contractor's requests for information (RFIs), and submittal and change order processing for the construction contract. • Provide technical expertise, in areas such as quality assurance, quality control, inspection, testing, and estimating. • Inform GSA immediately of any project-related problems which are beyond the CM's ability to resolve. • Design Phase Services: These services shall include, but not limited to, providing design technical reviews; code compliance reviews; constructability reviews utilizing Building Information Modeling (BIM); analysis of value engineering proposals; preparation of cost estimate; cost analysis; cost control/monitoring; site surveys; scheduling; review of design scope changes, etc. • Project Procurement Phase Services: These services shall include, but not limited to, providing assistance in contract procurement; answering bid/RFP questions, attending/participating in site visits, pre-bid conferences preparing and issuing solicitation amendments for review and approval by the Government Contracting Officer, etc. • Project Construction Phase Services: These services shall include, but not limited to, providing establishing temporary field offices; setting up job files, working folders, and record keeping systems scheduling and conducting preconstruction meetings; monitoring the submittal review process; maintaining marked up sets of project plans and specifications for future as-built drawings; performing routine inspections of construction as work proceeds, etc. • Commissioning Services: These services shall include, but not limited to, providing professional and technical expertise for start-up, calibration, and /or certification of a facility or operating systems within a facility, etc. • Testing/Inspection Services: The CM may be tasked to provide the services of an independent testing and/or inspection agency/laboratory to perform project specific quality control testing and inspection services, to include but not limited to, concrete, precast concrete connections, steel, steel decking, applied fireproofing, roofing, and curtain walls/glazing, etc. • Post Construction Services: The CM may be tasked to provide services such as: Performing Post Occupancy Evaluation (POEs); assisting agency in the formulation of lessons learned; providing occupancy planning including development of move schedules, cost estimates, inventory lists, providing move coordination, relocation assistance, and/or furniture coordination; providing telecommunication and computer coordination, etc. • Claims Services: The CM may be tasked to provide claims services when and as required by the Government for specific projects. The CM will review disputes and claims from the Design/Builder (D/B) and render all assistance that the Government may require, including, but not limited to, the following: Furnishing reports with supporting information necessary to resolved disputes or defend against the claims; preparation and assembly of appeal files; participation in meetings or negotiations with claimants; appearance in legal proceedings; preparation of cost estimated for use in claims negotiations; preparation of risk assessments/analyses relative to claim exposure, etc. A minimum of three (3) CM firms under the GSA Regional CM IDIQ contract for Zone 1 will be provided a fair opportunity to participate on the project in concurrence with Federal Acquisition Regulation (FAR) Part 16.505. The delivery order will be an initial award for tasks associated with constructability review with an owner exercisable option for construction administration. Ultimately the award will be made to the most highly qualified CM firm that provides best value to the Government and with whom a mutually satisfactory delivery order can be negotiated.
