Description
RFI Intent: The US Army Aviation and Missile Command (AMCOM) Program Executive Office (PEO) Missiles and Space (M&S), Program Management (PM) Joint Attack Munition Systems (JAMS), on behalf of the war fighter, is seeking information on industrys ability to provide a lightweight precision strike munition to fill a gap in the current weapon set. The government is seeking information indicating potential solutions that are optimized to provide maximum stowed-kills and lethality against intended targets and minimal collateral damage. The primary purpose of this Market Survey/Request for Information is to identify industry capabilities to support a FY10 government evaluation, and a potential FY11/12 limited fielding of a lightweight precision guided air-to-surface munition for the OH-58D. A secondary purpose of this survey/request is to identify opportunities for additional increases in capability in a follow-up evaluation approximately two years after the initial evaluation. The government is seeking industry responses that use processes, equipment and facilities that do not require research and development and/or facilitization. Background Current Needs This RFI is driven by significant demands on Army Aviation Attack and Reconnaissance Helicopters in current operations in OIF & OEF. The OH-58D Kiowa Warrior and the AH-64D Longbow Apache are often called to engage against thin-skinned vehicles and combatants in the open. Reduced aircraft lift in high temperature and high-altitude environments limits mission persistence and time-on-station. In order to recover the persistence, weapons can be off-loaded in favor of fuel, reducing the number of stowed kills. This undesirable trade is believed to be unnecessary given recent developments by industry on lightweight (less than 50 lbs) precision munitions. Industry efforts have resulted in a number of Semi-Active Laser (SAL) munitions that may have the potential to satisfy the Army Aviations need for a lightweight, precision munition. Current Vision to address the needs: The Army currently envisions two capability assessment periods one in FY10 and another in FY12. The FY10 assessment may allow PM JAMS and users from the Army Aviation Center of Excellence (USAACE) to determine the missile/launcher system(s) potentially suitable for an initial fielding on the OH-58D in FY11/FY12. This Assessment is currently envisioned to include an opportunity for industry to demonstrate the following characteristics of their candidate weapons: 1.Environmental survivability (MIL STD-810G) in worldwide conditions (AR 70-38); 2.Logistics support/training requirements; 3.No integration impact to the existing fleet of OH-58D aircraft; 4.Engagement capabilities that include: engagement time, min and max ranges, rate of fire, off-axis launch capability, impact accuracy and collateral damage mitigation; 5.Lethality against the intended targets; 6.Human factors required for weapons handling and employment; 7.Munition and launcher weight; and 8.Number of stowed kills The FY12 assessment is not envisioned to be limited to the participants from the FY10 product entries and will take advantage of the OH-58 CDS-5 upgrade. Specific Information Provided The government is currently working on details of the evaluation event. It is expected that the government will provide flight test range facilities, integration time, cost of aircraft, and cost of airworthiness approval. It is expected that the contractor(s) will provide all hardware and personnel support necessary for assessment at their expense. Specific Information Requested: We request interested parties provide a brief whitepaper description of their proposed solution(s). White papers should be no more than 10 pages, on 8.5 X 11 paper, and font size no smaller than Arial 10. The white paper must be provided with proper markings for classified and proprietary information. In addition to the aforementioned characteristics, the white paper should address the following: 1.An overview of the key characteristics of the munition and shipping container 2.System approach to integration onto the OH-58D 3.Summary of munition flight testing to date, environmental hardness testing to date, and arena testing to date 4.Status of munition system simulation validation 5.Earliest date when 6 production-representative munitions/containers, and 4 launchers/A-kits, could be provided to support government independent testing and evaluation 6.Earliest date when 100 munitions and corresponding launchers/A-kits could be shipped into theater for initial fielding on the OH-58D 7.Identification of key suppliers in the munition/launcher/A-kit supply chain 8.Lead-times and delivery rates for potential FY11/12 productions deliveries of munitions/launchers/A-kits NOTE: All information must be provided readable by MS Word 2003, or MS Excel 2003. If your submittal contains classified information, it should be properly labeled handled and transmitted in accordance with the NISPOM. NOTE: If the interested party is a foreign concern, or if a US interested party has a team member or partner who is a foreign entity, then they will need to adhere to all ITAR requirements. This notice constitutes a request for information (RFI) from sources with industry capabilities to support a FY10 government evaluation, and a potential FY11/12 limited fielding of a lightweight precision guided air-to-surface munition for the OH-58D. It is intended that this RFI be open 21 days from the date of publication. Information may be submitted by any non-governmental entity including commercial firms, institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia led by such concerns. The government encourages participation by small business, small disadvantaged business, Hub-zone small business, woman-owned small business, veteran owned small business and historically black colleges and universities and minority institutions. This RFI is used for information and planning purposes only and does not constitute a solicitation. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are responsible for all expenses associated with responding to this RFI. All interested parties are advised that the Government will not provide any form of compensation or reimbursement for the information provided. No contract or other binding instrument will occur as a result of this request for information. Therefore, all costs associated with the provided Market Survey/Request for Information submissions will be solely at the expense of the concern submitting the information. All submittals will be treated (and marked) at a minimum as For Official Use Only. No email submissions will be accepted. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this RFI will not be returned.
