Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. Background The History of Medicine Division of the National Library of Medicine is engaged in developing historical collections of manuscripts, books, oral histories and visual materials documenting the history of health and medicine from the earliest times to the present. Target areas for collection development include the history of health policy, the history of public health, and the history of epidemic and pandemic diseases. Goals of the History of Medicine Division are to preserve and present historical materials in ways that may help inform contemporary health policy making and also to educate health professionals and the public about lessons that may be learned from the past. Objectives The purpose of this effort is to obtain the services of a Public Health Historian to document the steps being taken by this nation, most specifically the Office of Preparedness and Defense, to combat and contain the H1N1 (swine flu) pandemic. The Public Health Historian is to attend meetings, chronicle events as they are happening, collect papers and documents detailing the progress of the pandemic, and trace the policy debates and discussions, arguments made, and decisions taken to minimize the impact of H1N1 on the population. The Public Health Historian will conduct oral history interviews with key players with the aim of providing an invaluable record for the future. These papers, documents, and oral histories are to become part of the permanent collection of historical materials held at the National Library of Medicine. It is expected that the Public Health Historian will, from time to time, make presentations and publish papers on the work. Project Requirements The contractor shall work full-time on this project and provide written and oral reports on the progress of the work to the Assistant Secretary of Preparedness and Response and the Chief of the History of Medicine. The Public Health Historian will: • Become thoroughly familiar with the most important publications, websites, databases, etc, providing information on the H1N1 pandemic. • Become well acquainted with the scholarly literature on previous influenza epidemics, including methods and policies developed to limit their spread and care for the ill. • Attend relevant planning meetings, conferences, and symposia and take careful notes at these meetings. • Gather documents, publications, press releases, photographs, and any other materials that appear relevant for recording the history of the pandemic. Keep said documents in an organized and orderly manner so that they can be easily retrieved as needed. • Organize an oral history program to record the observations and ideas of key participants in the struggle against H1N1. Arrange to have oral history tapes transcribed and the transcriptions edited. • As the work progresses, give presentations at conferences such as the American Public Health Association and the American Association for the History of Medicine to report on the project. • As the work progresses, publish papers in appropriate scientific or scholarly journals to report on progress made in containing the pandemic. • Prepare presentations for professional or public meetings. Anticipated Period of Performance The period of performance is anticipated to be for one year from the date of award plus the possibility of two option years. Other Important Considerations The proposed acquisition will be procured under FAR Part 12in accordance with the policies and procedures under FAR 13-Simplified Acquisition Procedures. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quotes (RFQ), nor is an RFQ available. Confidentiality and Control of Data and Materials The Government will retain all rights in data and materials first collected and developed as a result of any subsequent contract. The data and materials collected as a result of this potential contract cannot be disclosed without the prior written approval of the Government. It is understood that throughout performance of this potential contract, the Contractor will have access to Federal information, data and records. Publication or disclosure of Federal information, data and records the Contractor will have access to as a result of this potential contract, cannot be disclosed without the prior written approval of the Government. The Contractor and his Subcontractor(s) agree to maintain the confidentiality of all data, materials, information and records related to contract performance in accordance with these provisions. Conflicts of Interest The Contractor shall disclose any financial or personal conflicts of interest to the contracting officer. Interested parties responding to this Sources Sought Notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's: small business type and size; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 3:00pm eastern standard time on Friday, September 4, 2009 to Shari Shor, shorse@mail.nlm.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Vendors are responsible for routinely checking the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov for any possible opportunities that may be issued. This office will provide no additional notification of any amendments.
