Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NHLBI-PB-(HG)-2009-303-DDC and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-36. The North American Industry Classification (NAICS) Code is 541712 and the business size standard is 500 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is not set aside for small business. It is the intent of the National Institutes of Health (NIH) National Heart, Lung and Blood Institute, Office of Acquisition (OA), for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS). The current purchase order was issued as competitive requirement to procure the service to develop a genetic/genomic resource tool for healthcare professional education. The Government intends to issue an award on a non-competitive basis to continue the services with Virginia University, Charlottesville Virginia. Brief History/Purpose/Description of Project: Genomic applications in healthcare are increasingly relevant to the day-to-day delivery of care to patients by all health care professionals. Currently the NHGRI has been assisting the U.S. nursing and physician assistant communities in developing and adopting standard competencies for genomics as well as supporting the education necessary to achieve competency. Many organizations in these communities have expressed a strong interest in having a centralized web resource for their educators that would facilitate Providing healthcare professionals with a learning management system, based on a core set of competencies that organizes genetic/genomic education materials could streamline and standardize curriculum development. Further, this type of learning management system might be used to enhance efforts to develop trans-disciplinary approaches to genetics/genomics education. The nursing and physician assistant education communities have been working together to create this web-based education respoitory and have developed synergy between the two disciplines. Their efforts to develop shared, competency-based curricular resources could serve as a model for genetics/genomics education for the broader health care community – most notably physician-educators – which have been traditionally challenging to reach. The required period of performance is September 15, 2009 through September 14, 2010. The sole source justification is based on the fact that the National Human Genome Research Institute (NHGRI) led the National Institutes of Health’s (NIH) contribution to the International Human Genome Project, which had as its primary goal the sequencing of the human genome. This project was successfully completed in April 2003. Now, the NHGRI’s mission has expanded to encompass a broad range of research aimed at understanding the structure and function of the human genome and its role in health and disease. To that end the NHGRI supports the development of resources and technology that will accelerate genome research and its application to human health. A critical part of the NHGRI mission continues to be the study of the ethical, legal and social implications (ELSI) of genome research which includes an educational component. The NHGRI also supports the training of investigators and the dissemination of genome information to health professionals and the public. The Genomic Healthcare Branch (GHB) of the Office of Policy, Communication, and Education (OPCE) at the NHGRI was created to promote the effective integration of genomic discoveries into healthcare, lead the Institute’s health professional education efforts, and advise the NHGRI director and senior staff on a broad range of issues regarding healthcare professional needs and involvement in the translation of genome research to clinical benefit. Over the past year, with funding from NHGRI, the University of Virginia began creating a new web-based architecture that provides a competency driven content and learning management system for genomics educators (known as GERTIE- Genetic/Genomic Resource Tool for Interdisciplinary Education). The tool is currently focused on nursing and physician educators but could be expanded to encompass other disciplines. This tool has the potential to become a centralized repository for a wide range of health professional genetic/genomic educators. The University of Virginia School of Medicine Institute for Quality and Patient Safety, ACT competency-based education development and programming group has overseen and undertaken the development of GERTIE during this past year and is most qualified to continue the expansion and development of GERTIE. Therefore, it is in the best interest for the Government to issue an award to Virginia University, for completion of the services. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial; 2) FAR Clause 52.212-2, Evaluation Commercial Items. As stated in FAR Clause 52.212-2 (a), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. 3) FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. This action is under the authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirement. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations however; all responses received within five (5) days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award from the NHLBI contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due five (5) calendar days from the publication date of this synopsis or by September 4, 2009, 7:30am, Eastern Standard Time. The quotation must reference Solicitation number NHLBI-PB-(HG)-2009-303-DDC. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to the National Heart, Lung and Blood Institute 6701 Rockledge Blvd., Room Suite 6100, Bethesda, Maryland 20892, Attention: Deborah Coulter.
