Description
REQUEST FOR INFORMATION (RFI): THIS IS NOT A SOLICITATION; no award will be made as a result of this request. This request for information is for informational purposes only; this is not a Request for Proposal (RFP). All interested parties are encouraged to respond to this RFI. The Government will not pay for information and material received in response to this RFI and is in no way obligated to the responder for the information received. 1. BACKGROUND The mission of the U.S. Army Rapid Equipping Force (REF) is to rapidly increase mission capability while reducing risk to Soldiers and others by equipping operational commanders with off-the-shelf (government or commercial) solutions or near-term developmental items that can be researched, developed, and acquired quickly. The REF receives requirements from operational commanders in war zones setting forth the capabilities needed. Army Senior leadership chartered the REF to provide material solutions to meet these requirements in a significantly reduced timeline compared to traditional Department of Defense (DoD) acquisition procedures. 2. SCOPE The purpose of this RFI is to obtain potential solutions to provide the Soldier in theater with Drop Camera (DropCam) Kits along with spare parts kits and training. The purpose of the DropCam is for a soldier to emplace a camera covertly and monitor the cameras output at a standoff distance. The intent is that multiple cameras will be monitored simultaneously during day and night operations in all types of weather satisfying MIL STD 810-G specifications. Camera systems should be easily emplaced and recovered, and have the ability to transmit via wireless means in the 4.4 Ghz 4.9 Ghz range using Mesh technology. Cameras must be monitored by a ruggedized all-weather laptop to be supplied by the contractor and have the ability to view multiple camera systems simultaneously. Experience and information obtained from this RFI will be provided to Army Product Manager REF who will evaluate the information and feasibility of issuing a procurement action to resolve the stated problem. 3. REQUIREMENTS The REF is looking for DropCam Kits consisting of the following items and meeting the following minimum physical and functional characteristics: The system should have a wireless black and white or color cameras containing microphones. The system should have one (1) Infrared illuminator per camera designed with a diffuse illumination pattern. The system should have the ability to view images using a thermal sensor The system should include a Gooseneck for each camera; the gooseneck will allow operation when the battery is lying sideways. The system should include camera transmitters. The video transmitters and receivers should work in the 4.4 through 4.96 GHz frequency range assigned by REF and Army spectrum management. The system must be compatible with Mesh networking systems. The system must be conducive to robotic integration and deployment The system should include a video receiver (monitor) with an Omni-directional and patch antenna system for maximum transmission range in differing circumstances. Potential offerors are asked to submit white papers and/or capability statements describing their capabilities to provide the system described above. The statement shall be submitted in MSWord, limited to ten pages, and sent via e-mail to kari.schoerner@us.army.mil. The company shall be responsible for any costs associated with preparing responses to this announcement. All requests for further information shall be made in writing; telephone requests will not be honored.
