Description
This is a combined Synopsis/Solicitation for commercial services prepared in accordance with the format in Subpart 12.603 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is R09PS80056 and is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 2005-36, dated August 11, 2009. This solicitation is being set-aside for small businesses. The North American Industrial Classification System (NAICS) code is: 541990, Size Standard is $7.0M, Product Service Code (PSC) R499. The solicitation number is R09PS80118. The Government intends to award a firm fixed price contract without discussions based on best value resulting from the solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government, but, reserves the right to hold discussions with the highest qualified vendors, price and other technical factors considered. EVALUATION FACTORS AND SIGNIFICANT SUB FACTORSThe following technical evaluation factors in addition to cost shall be used to evaluate offers. The cost and other factors when combined shall be considered approximately equal to cost or price. Evaluation Factor's and sub-factors shall be limited to a maximum of 30 pages total. 1. Past Performance - The offeror shall provide specific information of recent relevant contracts which support past and present performance in the past five (5) years or provide three (3) references who can confirm your experience. Firms lacking past performance will receive a neutral rating. For each relevant contract or reference, the offeror is requested to provide: Agency/company and contact pointPeriod of PerformanceDollar value of contractContract number and type A description of the project, relevancy to the current project, and schedule of compliance. For those contracts with less than positive performance, provide a description of the problems and the efforts made to correct and prevent future occurrences.The rating on past performance will include the following sub factors: 1.Demonstrated knowledge of and experience appraising twentieth century paintings of various mediums (oil, watercolor, ink, pencil, etc.) supported with submission for review of three (3) or more examples of contractor's completed art appraisals for twentieth century paintings.2.Appropriate education and a minimum of five years of experience as an art appraiser supported with submission for review of a professional resume.3.Certified member of a professional appraisal association specializing in the appraisal of personal property with an emphasis in twentieth century paintings. The artwork documents Reclamation's history and is in need of a professional appraisal for continuation of proper care, protection and preservation. AUTHORITY - Authority for this effort is from the Federal Property and Administrative Services Act of 1949; the Federal Property Management Regulations (41 CFR 101); Interior Property Management Directives, 410 Department Manual; Interior Museum Property Directives, 411 Department Manual; Reclamation Manual Policy Museum Property Management (LND P05); and Reclamation Manual Directives and Standards Managing Museum Property (LND 02-02). BACKGROUND - Reclamation acquired the fine art collection (203 pieces total) as part of a public information program initiated in the late 1960's. The program commissioned 40 American artists with direction to document the development of the West's water resources for irrigation, hydropower generation, recreation, water conservation, and fish and wildlife enhancement. The artists were given complete freedom as to medium and style as long as the result met the general requirement of a Reclamation subject matter. Several of the artists produced multiple pieces under this program. The majority of the artwork is on display in Reclamation offices, a few are on display in museums/visitor centers, and many are currently in storage in Denver. Additional information about Reclamation's fine art collection can be found at the National Archives and Records Administration in Denver, Colorado. WORK TO BE PERFORMED BY CONTRACTOR - The successful contractor shall complete an appraisal of 121 pieces of fine art created by 34 artists, on display in six cities across the country (Sacramento, CA - 15 pieces; Boise, ID - 5 pieces; Boulder City, NV - 1 piece; Page, AZ - 1 piece; Denver, CO - 35 pieces; and Washington, DC - 64 pieces). Please note that this is the current location of the artwork as of 06/22/09. For each piece of fine art, the contractor shall be required to provide documentation that is prepared in accordance with the guidelines and standards provided by the American Society of Appraisers, Appraisers Association of America, or other professional appraisal association, as appropriate and with Reclamation's approval. Specifically, the contractor shall provide the following:A.Sufficient credentials to enter secure Federal facilitiesB.Purpose and approach used to determine value C.Draft written appraisal for each piece of art, which shall include the following analysis/discussion points:" Painting Title"Artist"Date"Medium"Measurements - overall and within frame"Frame description and display medium"Property Control Number (PCN) - provided by Reclamation"Identifying marks or inscriptions"Artist biography including education, training, and exhibition history"Subject and short description of the painting including style and technique"Digital color photographs embedded in appraisal - overall and close-up of inscriptions/markings/damage"Data and sources examined"Comparables/auction records - including date of sale, gallery/dealer/auction house, description of item, title, sales price, size, artist, medium."Appraisal value - including how value was determined and the analysis involved"Condition - visual observation"Needed conservation treatment including references for those who could complete the work locally. D.Final draft version of each written appraisal, which takes into account and incorporates Reclamation's comments.E.Final product consisting of 1) an overview which discusses examination procedures, purpose, approach, type of valuation, and marketplace context in which the values are determined, and a summary of the overall condition of the artwork and needed conservation, 2) professional resume, 3) table of contents which includes the artist name, title of painting, and PCN, and 4) all accepted final appraisals which must be organized by artist and PCN. GOVERNMENT-FURNISHED MATERIALS PROVIDED BY RECLAMATIONAccess to the fine art collection, two lists of fine art for appraisal, one by location and one by artist (attached). Color copies of several pieces in fine art collection (attached). Article discussing the history of Reclamation's fine art program (attached).SUMMARY OF DELIVERABLESA.Written draft appraisal of one piece of Reclamation art presenting the formatting and organization for all appraisals for approval by Reclamation.B.Written draft appraisal for each piece of art identified.C.Written final appraisal for each piece of art identified which incorporates Reclamation's comments.D.Final product which includes an overview, professional resume, table of contents, and all accepted final appraisals.E.All deliverables must have gone through proofing and editorial review before submittal to Reclamation. PROJECT COMPLETION/DELIVERY SCHEDULEThe contractor will coordinate with the Contracting Officer's Representative (COR) at lease 30 days in advance to arrange site visits. The accepted final product must be received by Reclamation no later than September 30, 2010. REVIEW OF DELIVERABLESA.Reclamation shall review initial draft appraisal of one piece of Reclamation art and provide comments within ten (10) working days of submission.B.Reclamation shall review draft appraisals and provide comments within ten (10) working days of submission.C.Reclamation shall review final draft appraisals, which take into account and incorporate Reclamation's comments, within ten (10) working days of submission and provide additional comments, if needed.D.Reclamation shall review the draft final product, which includes and overview, professional resume, table of contents, and all accepted final appraisals, with ten (10) working days of submission and provide comments, if needed. ACCEPTANCE OF DELIVERABLESReclamation shall approve all acceptable final draft appraisals within ten (10) working days of submission before they are considered final.
