- SPECIAL NOTICE: THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is the intent of this agency to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This agency intends to award to Envision Product Design LLC, 7800 King Street, Anchorage, AK 99518-3056 off of GSA Schedule GS-07F-0280T. 6th Civil Engineers, CED, 9015 Chinook Dr, MacDill AFB, FL 33621, requires the purchase of one Open Vision, LT C-arm, Real Time Video X-ray System - Model OVLT-S and one Imager Extension Arm Package Part Number 311608. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by Thursday, 10 September 2009, 12:30 p.m. EST will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) 6th Civil Engineers, CED utilizes two compatible Explosive Ordnance Disposal robotic platforms (3 each Robot model F6-A and one HD-1). The total initial cost of the robot platforms was $488,000. These robot platforms are critical to the daily operation of the EOD mission and are integrated into deployment, garrison and exercise operations. Market research was conducted for the purchase of a Real Time X-ray system accessory for the pre-existing robot platforms and Envision Product Design, LLC is the designer, developer and owner of all rights to the Open Vision LT C-arm, Real Time Video X-ray System. The Open Vision Real Time X-ray system is the only equipment of this nature approved for use by the robot platforms manufacturer (Remotec/Northrop Grumman). The Open Vision Real Time X ray system was designed to plug and play into the J-32 Accessory Port on the robot arm, and to mount in the robot grip. Remotec/Northrop Grumman has stated that use of non-approved or after market accessories may result in performance degradation, cause damage to the robot platform, and/or void the warranty. If no response to this notice is received by 12:30 pm EST, Thursday, 10 September 2009, the award for this requirement will be made to Envision Product Design, LLC.
