Description
NASA/ARC has a requirement for one Gemini XPS Dual Scanning MicroplateSpectrofluorometer with a high speed USB serial adapter, initial training for lifesciences applications, a validation plate, a calibration certificate, validation softwareprotocols (including a manual and a storage box), performance certification at NASA Amessite and a one year onsite service warranty. NASA/ARC intends to purchase these items from MDS Analytical Technologies of Sunnyvale,CA. MDS is the only supplier of this particular brand of spectrofluorometers. Only thisspectrofluorometer will meet ARCs requirements. NASA Ames has already started a toxicityassessment of lunar dust using this instrument. Unfortunately, the instrument being usedis no longer available and a replacement is required. The same instrument is needed sothat future results can be compared with previous results. Use of any other instrumentwould cause an unacceptable delay to the project and would require duplication of effortand costs. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 09/10/2009.Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
