Description
Logan Utah Forestry Science Lab HVAC upgrade This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation AG-82FT-S-09-0041 is issued as a Request for Quotation (RFQ). Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This solicitation incorporated provisions and clauses in accordance with FAR part 12. The clauses and provisions referenced in this solicitation can be found in full text form at http://www.arenet.gov.far. This is an unrestricted size standard RFQ. The North American Industry Classification Code is 238220 HVAC. A quotation is requested for the following: Scope of Work: Logan Utah, Forest Science Lab, HVAC Control Upgrades. General Description: The project is to upgrade the HVAC controls for the Logan Forestry Sciences Laboratory Logan Utah from the current pneumatic and digital controls to a new electronic control system that will allow for more reliable control of the HVAC system. Some components of the system will be upgraded or replace components that have exceeded the use full life. Detail Description: On the North Air Handler for the basement zone of the system perform the following work to provide DDC control that will provide stand alone control of this unit from the South Air Handler: Installation of temperature sensors, relays, mamacs, EP switches, Johnson Control 1144 unit, Freeze Stat, current sensors, Belimo actuator, and one digital thermostat. In addition all necessary conduit, wire, fittings, and parts are included in the project to make it look clean and professional. This work includes replacement of the thermostat for the basement. On the South Air Handler for multizones of the first floor the work to be performed to upgrade the controls to a DDC control system that is stand alone from the North Air Handler controls is as follows: Installation of temperature sensors, relays, mamacs, EP switches, Johnson Control 1144 unit, Freeze Stat, current sensors, Belimo actuator, Pneumatic Damper actuators and pneumatic thermostats. In addition all necessary conduit, wire, fittings, and parts are included in the project to make it look clean and professional. This work includes replacement of the pneumatic actuators on the air handler and the thermostats in the three of lab spaces. Install a Johnson Control NAE that will allow for future connection to a network for monitoring and observation. All work shall be done in a professional manner, including installing wiring in electrical channel or conduit. All old components are to be removed and properly disposed of. Work shall comply with National Electrical Code (NFPA 70). Performance period is 60 days after issuance of a notice to proceed. The provision at FAR 52.212-1 Instructions to Offerors Commercial, applies to this acquisition. One award will be offered to the best value quote(s) made to the Government, considering availability, technical specifications and price. Quoters will include in their response a complete copy of the clauses 52.212-3, Offeror Representations and Certifications Commercial Items unless registered at ORCA. The clauses 52-212-4, Contract Terms and Conditions Commercial Items, and 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, apply to this acquisition. Offers must be received by September 21, 2009 at 4:30 p.m. Mountain Time at the Rocky Mountain Research Station (RMRS) Attn: AQM Joseph Lewis, 240 West Prospect Road, Fort Collins Colorado 80526-2098. Preferred submittal by e-mail attachment is preferred to jdlewis@fs.fed.us.
