Description
THIS IS A SOURCES SOUGHT ONLY; PLEASE DO NOT RESPOND WITH APROPOSAL. This sources sought notice is issued in an effort to conduct additionalmarket research for information and planning purposes only. TheGovernment is soliciting information to determine the availability ofservice disabled veteran owned small businesses (SDVOSB) capable ofperforming the requirement indicated below. The NAICS code is 624310(Vocational Rehabilitation Services) with a size standard of 7 milliondollars. This means that businesses furnishing the counseling servicesdescribed below, with average annual revenue over the last 3 years under7 million dollars are generally considered small businesses. Therequirement is for the following vocational rehabilitation services: (1)Complete Initial Assessments/Evaluations;(2)Case Management/Rehabilitation Services;(3)Employment Services;(4)Educational and Vocational Counseling; and(5)Discrete Services (1) Complete Initial Assessments/Evaluations:Initial Assessment has four major service groups: (a) Initial Assessment; (b) Vocational and Medical Assessment; (c) Transferable Skills Analysis and (d) Vocational Exploration. The Contractor shall conduct at least oneface-to-face interview with the Veteran on an individual basis. A groupsession cannot substitute for this individualized session. (2) Case Management:The contractor will provide case management services as required toachieve the objectives of the written rehabilitation plan provided bythe VA, to include supportive services, such as addressing medical,financial, academic, and community needs, and preparing Veterans tobecome job ready. Case Management requires frequent and ongoing servicesthat are provided during Veteran participation on rehabilitation plansto continually address and provide supportive services and trackprogress in the following areas: academic, job readiness, medical,financial, independent living, andcommunity issues. (3) Employment Services: Employment Services are for those Veterans deemed capable of re-enteringthe workforce. Services provided are to assist Veterans to obtain andmaintain suitable employment consistent with the Veteran'srehabilitation plan. This includes job readiness assistance, resumedevelopment, interview skills and job placement services, andpost-placement follow-up. (4) Educational and Vocational Counseling (Chapter 36 and Chapter 35):The Contractor will assist Service members and Veterans to establishemployment objectives and outline career counseling/education requiredto achieve their educational/vocational goals. The following training,rehabilitation, and employment needs shall be addressed by theContractor for Service members and Veterans receiving Chapter 36services and to Dependents receiving Chapter 35 services. (5) Discrete ServicesThis Service Group includes independent living (IL) assessments, jobcoaching, life skills coaching, and job site analysis. For theindependent living assessments, a locally licensed occupationaltherapist (OT) or Certified Rehabilitation Counselor will be required.Licensed Rehabilitation Engineers, Occupational Therapists, or AssistiveTechnology Specialists are required to provide specializedRehabilitation Engineering assessments. This announcement is not a request for competitive proposals. Allresponsible sources shall respond by submitting a written narrativeStatement of Capability including detailed technical information and/orother technical informational literature demonstrating the ability toperform the above requirements via email to the point of contacts below. Additionally, the contractor shall address their ability to provideservices throughout the entire state of Tennessee. No telephone requests will be honored. Contractors must be registered inthe Central Contractor Registration (CCR), accessed via the Internet athttp://www.ccr.gov. All information provided will become property of theDepartment of Veterans Affairs and will not be returned. Responses are requested by September 4, 2009 no-later-than 3 p.m.,Eastern Time and should include a point of contact, phone number, faxnumber and email address.
