- RFQ in PDF. Please use this price table to fill in your unit prices for all items requested. If you wish to also submit a quote in your company's standard format you may. The Brand Name Justification Washington Headquarters Service, Acquisition and Procurement Office (WHS/A&PO) is requesting quotes. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 13.5. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a 100% Small Business Set-Aside, on a Brand Name Justification, under NAICS code 332994, with a size standard of 1,000. Per FAR 25.401(2) “Acquisitions of arms, ammunition, or war materials, or purchases indispensable for national security or for national defense purposes” are exempt from the Buy American Act.
