- Terms and Conditions for Host Fuel Site - Highway Contract Routes SOW for Host Fuel Site - Highway Contract Routes The United States Postal Service (USPS) is soliciting proposals from Highway Contract Route (HCR) fuel suppliers to provide fueling services of diesel and / or gasoline fuel to designated HCR suppliers at various locations throughout the United States. The fueling service providers will thereafter be referred to as Host Fuel Sites (HFS). The fuel sold by the HFS to the HCR suppliers must be purchased from Designated Fuel Suppliers (DFS) as directed by the USPS. The USPS also reserves the right to fuel USPS owned or leased vehicles at the HFS. The USPS has established systems which capture the location of where trucks currently fuel, fuel costs, volume and, retail fuel costs at each commercial location HCR suppliers frequent. The object of this solicitation is to consolidate a portion of our network fueling locations with a few HFS suppliers. The USPS reserves the right to increase or decrease (with a 30-day advance notice to the contractor) the number of HFS facilities based on future operational needs of the USPS. The USPS intends to award contracts to HFS suppliers within a specified area. The successful offeror(s) will provide HFS fueling services for vehicles that are owned or operated by HCR suppliers and owned or leased by the USPS. An HCR may be directed to purchase fuel from designated HFS depending upon the fuel requirements of the HCR and the availability of the sources. The HCR suppliers that obtain fuel from an awarded HFS are defined as Guests. The HFS must provide fuel to all Guest vehicles designated by the USPS. Vehicles owned by the HFS and fueled at the HFS facility are not considered Guests. This solicitation is intended to procure fueling services within a reasonable proximity to the locations listed in Attachment 1. The USPS will award Indefinite-Delivery Requirements Contract(s) that guarantees a minimum quantity 500 gallons per year purchased. All references to the required volumes of fuel are estimated annual gallons only. Awards will be made based on the best interests of the USPS. The USPS reserves the right to award as many sites as it requires to satisfy its’ current and future operational needs. We anticipate that the Host fueling location will be no more than five (5) miles from an HCR supplier’s designated route line of travel. The fueling facility must be accessible by way of county, city, state or federally maintained roads with no commercial restrictions. (This includes but is not limited to underpasses less than 13’6”.) Fuel Management Data System (FMDS) – If not already installed, the hardware and software system installed at the HFS locations to account automatically for fuel transactions. The FMDS will be installed at the HFS facility, including devices on the pumps, at the expense of the offeror(s) including all hardware, software, and maintenance. The cost of the system including installation is $19,042.00. The HFS will use the FMDS to manage its fuel operations dispensing capabilities 24 hours per day.
