- This is a notice of an award for the requirement titled: “RECOVERY ACT – INFORMATIONAL PURPOSES ONLY – Technical Writer Scientific,” posted in the Federal Business Opportunities on June 23, 2009, as number NHLBI-PB(RG)-2009-201. Competition was initially restricted to small business holders of a National Institutes of Health (NIH) Blanket Purchase Agreement (BPA) issued against a General Services Administration (GSA) Federal Supply Schedule (FSS) contracts. Subsequently, the total small business set-aside restriction was changed to a partial small business set-aside and the NIH BPA restriction was lifted due to the fact that none of the small businesses submitting a quote were able to satisfy the total requirement of twenty-five (25) Technical Writers-Scientific. The contract was awarded as a Blanket Purchase Agreement (BPA) Call against and National Institutes of Health (NIH) BPA which was issued under the Contractor’s General Services Administration (GSA) Federal Supply Schedule (FSS) contract as specified in the synopsis. The award was made after review and evaluation of the quote / proposals in accordance with the technical evaluation criteria, discussions, and a final best-buy analysis. None of the Offerors submitting a proposal was able to satisfy the entire requirements, therefore multiple awards are made. The offeror receiving the second and final award is LTS Corporation, 7250 Woodmont Avenue, Suite 340, Bethesda, Maryland 20814-2960. DUNS: 068212398. The total amount of the award is $147,000.00 for the period July 22, 2009 through September 30, 2009.
