Description
RECOVERY - THIS SOLICITATION IS UNRESTRICTED AND OPEN TO PARTICIPATION BY ALL INTERESTED FIRMS WITH SPECIALIZED EXPERIENCE AND QUALIFICATIONS REQUIRED BY THIS PROJECT. Project Number 65199 is a phased construction project to construct a new Hospital Entry and to renovate key clinical and ancillary spaces within the existing Naval Hospital Jacksonville structure, including but not limited to the pharmacy, nuclear medicine, magnetic resonance imaging (MRI), intensive care unit (ICU), surgery / endoscopy (ENDO), post anesthesia care unit (PACU), pre-op / post-op, and ears, nose and throat (ENT) clinic. This project will correct deficiencies in existing primary and secondary medical departments, bring the facility into Antiterrorism Force Protection (ATFP) and code compliance, and improve energy efficiency by enhanced circulation. Supporting facilities include utilities and site improvements. The work requirement for this project will be completed in four phases. This project will be constructed in compliance with Department of Defense (DoD) Unified Facilities Criteria UFC 4-510-01 (MIL-HDBK-1191), DoD Minimum Antiterrorism Standards for Buildings UFC 4-010-01, Americans Disabilities Act and Architectural Barriers Act Accessibility Guidelines (ADA-ABAAG), Anti-Terrorism/Force Protection requirements, and applicable energy conservation legislation. Commissioning, operations and maintenance manuals and temporary facilities will be provided. This solicitation is formatted as a Request for Proposal (RFP) in accordance with the requirements designated by sections of the FAR 15.203 and Naval Facilities Acquisition Supplement (NFAS) for a negotiated procurement utilizing One-Phase selection procedures. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the responsible offeror whose total price and technical proposal offers the best value to the Government. This procurement will result in the award of a firm-fixed price construction contract. Offerors will be required to submit Price and Technical Proposals. The technical proposal will be evaluated based on technical factors that include: (1) Corporate Experience and Qualifications, (2) Past Performance, (3) Management Capabilities, (4) Safety, and (5) Small Business Utilization. Price proposals will be evaluated for responsiveness, responsibility and capability to perform the requirements of the RFP. Price proposals will include a Base Line Item 0001 (CLIN 0001) Lump Sum Price for Design-Bid-Build of Recovery - Project Number 65199, Hospital Alteration, Naval Air Station, Jacksonville, Florida. The total estimated price range for this project is $13,700,000 to $15,300,000, with a total construction schedule of 927 calendar days from the date of award. Total calendar days for completion includes 30 calendar days Hospital move-in following completion of the Pharmacy and 15 calendar days to allow for mailing of the contract award and submission and approval of required bonds. This project is a phased construction. The liquidated damages per calendar day of delay for this project are $2,650 for Phase 1, $2,400 for Phase 2, $1,950 for Phase 3, and $200 for Phase 4 of the construction. If more than one phase of the work is in arrears at the same time, liquidated damages may be assessed concurrently. A bid bond will be required in the amount of 20% of the total bid price or $3,000,000, whichever is less. Performance and payment bonds will also be required within 10 calendar days after date of contract award. The North American Industry Classification System (NAICS) code for this procurement is 236220 with a size standard of $33,500,000. This will be an electronic solicitation, which can be downloaded from the Navy Electronic Commerce Online (NECO) website at www.neco.navy.mil under "Business Opportunities". Please be sure to register for NAVFAC SE's Unit Identification Code (UIC) N69450, to receive notification of amendments. Register also on the Planholders List for this project. The solicitation will be available on or about 12 September 2009. Price and technical proposals will be due on or about 13 October 2009. The solicitation package will give the exact dates. The Pre-Proposal Conference / Site Visit information will be indicated in the solicitation package.
