- Justification for Other than Full and Open Competition for Dark Fiber Lease The U.S. Coast Guard, Pay & Personnel Center intends to solicit on a sole source basis under the authority of FAR 6.302-1(2)(iii)(B) to CenturyTel LLC, 100 CenturyTel Drive, Monroe, LA 71203-2041. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. CenturyTel LLC is the only known company to have a dark fiber connection between the Frank Carlson Federal building and the Burlington Northern Santa Fe Building located in Topeka, KS. The government intends to acquire a commercial item using FAR part 12. The government intends is to lease this dark fiber connection for a period of twelve months beginning 01 Oct 2009. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. CST on Sep 4, 2009. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice.
