Description
This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number is F2VVHC9176A001-A. This acquisition is 100% set aside for small businesses. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: monthly cleaning of 34 windows interior and exterior, and wipe off/dust interior frames of 34 windows. DESCRIPTION OF REQUIREMENT The contractor shall provide all labor, equipment, tools, materials, supplies and other items and services necessary to perform cleaning interior and exterior for 34 windows, 24 x 84, and wipe off/dust interior frames of 34 windows. These windows do not open. The hours of operation shall be 0730-1630, Monday thru Friday, excluding Federal holidays. Proposals shall be submitted in the following format to include one (1) base year plus two (2) option years: CLIN 0001-- Clean interior and exterior of 34 windows, 24 x 84; wipe off/dust interior frames -- Base year - Sep 08, 2009-Sep 08, 2010 CLIN 1001-- Cleaning interior and exterior of 34 windows, 24 x 84; wipe off/dust interior frames - Opt Yr 1- Sep 08, 2010 - Sep 08, 2011 CLIN 2001-- Cleaning interior and exterior of 34 windows, 24 x 84; wipe off/dust interior frames - Opt Yr 2 - Sep 08, 2011 - Sep 08, 2012 SEE ATTACHED STATEMENT OF WORK FOR FULL DETAILS OF SERVICES AND/OR SUPPLIES REQUIREMENT The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 effective 12 June 2008, DFAR DCN 20080721 and AFFAR AFAC 2008-0605. Fed Biz Ops Numbered Notes per FAR Part 5.207-13(e) Apply: 1, 12, 13, and 23. The North American Industry Classification System code (NAICS) is 561990, All Other Support Services and the Standard Industrial Classification (SIC) is 7349, Building Cleaning and Maintenance Services, NEC, with a Small Business size standard of $7 Million. The wage determination applicable to this acquisition is 2005-2125, revision No. 11. A firm fixed price contract will be awarded. All interested parties must bid on all items. BASIS FOR AWARD: Award will be made to the lowest price offeror. DELIVERY ADDRESS: The window cleaning service is to be procured on behalf of United States Central Command (US CENTCOM), MacDill AFB (Tampa), FL 33621. The following Air Force Federal Acquisition Regulation Supplement (AFFARS) clause applies and is incorporated in full text: AFFARS 5352.201-9101, Ombudsman: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication or protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency. (End of clause), 5352-242-9000, Access To Air Force Installations. 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. (End of clause) 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years and 6 months.
