Description
This is a market survey for the above identified requirements. This market survey is being released in accordance with FAA A.M.S. policy 3.2.1.2.1. The responses to this market survey will be used for informational purposes only and will not be released. Proprietary information will be protected if appropriately marked as such. This announcement is not intended to guarantee procurement of a product or service, and shall not be construed as a commitment by the Government to enter into a contract. This is not a screening information request (SIR) or a request for proposal (RFP). The FAA is not seeking or accepting unsolicited proposals. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The Principal North American Industry Classification System (NAICS) size standard codes for this requirement are as follows: 541519 Other Computer Related Services, size standard of $25.0M611430 Professional and Management Development Training, size standard of $7.0M Purpose:This market survey is to provide information for the FAA to consider in choosing the method and type of procurement competition. The failure to obtain adequate and appropriate SBA 8(a) or other small business participation may result in a determination to conduct this procurement under other competitive procedures. The FAA requires copies of certification letters for interested service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. The FAA has a requirement for contract resources to support Staffing and Business Processes, Project/Program Management, Technical and Management Support, Communications, and Administrative Support. These requirements are in support of Air Traffic Organization (ATO) technical training initiatives and programs. Scope of Work: The contractor shall assist the FAA to realign the current organizational structure and provide all of the necessary support for technical engineering, operations research, organizational development, business process improvements, and administrative actions such as: planning, organizing, coordinating, and tracking (e.g., report management, technical training, cost/schedule/performance measurement, other metrics, technology insertion, communications, meeting and conference management, facilitation service, management coaching, program management, resource management, and data management) required to perform all of the activities related to the mission of the ATO to meet the needs of the technical training community. Prospective candidates should have the following experience and knowledge: Management Coaching ServiceFacilitation ServicesProgram ManagementTechnologyStaffing and Business Processes ImplementationMetricsOrganization Strategy and PlanningCommunications Planning, Development and ImplementationTechnical Training Evaluation and Infrastructure Specific Tasks:The proposed support must provide the specialized skills required for management coaching for the development of FAA management information processes, organization strategy and change. Management of automated databases to include web-based learning for FAA/DOT, knowledge of FAA resource tools and programs that support the service units and interactions with their service center counter parts Implement technical training strategic goals for trainingProvide Facilitation Service for programs/conferencesProvide technical training program policy and guidance for the ATOProvide oversight database maintenance for technical and non-technical trainingProvide oversight for the planning, analysis, design, development, organizational strategy, staffing and business processes.Experience developing, executing and facilitating effective meetings utilizing the Future Search methodKnowledge of technology in relations to NextGen evolutionStrategic communications planning, design and implementationExperience and knowledge of Technical Training Resource Tools: Technical Operations Requirements Identification Tool (RIT)Call and Programming Conference Support System (CPS)Enterprise Learning Management System (eLMS) programsThink Tank, Integrated OJT Tracking Application (IOTA)Quota Management Tool (QMT)Comprehensive Management Resource Information System (DMRIS)National Training Database (NTD) Purpose/outcomes will be to provide the ATO with a competent technical workforce. Technical Training will establish common goals and strategies to achieve and improve levels of service/technology, and link organizational and agency strategic management plans and flight goals. Technical Training has identified gaps in the current organizational structure, in order to change and redesign to fill this gap, this will involve development/implementation of business and staffing plans, identifying existing organizational gaps, aligning skill sets, identifying clear roles and responsibilities, implementing NextGen processes and procedures and improving relationships with stakeholders, partners and the service units they support. Responses to the Market Survey shall include a capability statement, a brief work sample that describes the vendor's work experience for technical training, management coaching, organizational change and development, business processes, ability to prepare business plans, ability to identify training requirements and capabilities, knowledge of FAA training technology, knowledge of technology to include NextGen, metrics and performance management, management coaching processes, technical training, and evaluation of training infrastructure. The vendor should have a general knowledge of FAA Air Traffic Organizational structure, training programs, and initiative and resource tools. The work sample may be based on actual previous work or developed in response to this Market Survey and should be noted accordingly. The combined response including work sample (one per company) shall not exceed 20 pages, doubled spaced, with 12 pt font. Evaluation Criteria of Market Survey Responses: Evaluation Criteria Management and Coaching: The offer or must have knowledge of relevant past performance and experience to meet current and future organizational strategic changes, facilitate measures of existing organizational gaps, realign organizational structure, expand levels of performance, communications and customer relations. Develop strategies for a culture which is adaptable to change and growth. Demonstrate knowledge and understanding of FAA business processes and information. Demonstrate knowledge of the ATO training goals and objectives as well as understanding of the interrelationships between AJL and its customer and stakeholder organizations Program Management: Offeror will have knowledge of and past and present experience with managing several related projects for FAA, knowledge of evaluation of technical training requirements, staffing and planning, program policy and guidance, coordinating and tracking performance measurement, project management, resource management, communications for Air Traffic Organization and FAA. The contractor should have a thorough knowledge of the ATO training goals and objectives as well and understanding of the interrelationships between AJL and its customer and stakeholder organizations. Demonstrate knowledge and in-depth familiarity of FAA related directives for technical training, policy and procedures (i.e. 300.57 and 3120). Ability to develop organizational business plans. Data Analysis: Evaluation will be made of each offer or past experience and knowledge of FAA data management, automated databases to include web-base learning for FAA/DOT, knowledge of FAA resource tools and programs that support the service units and counter parts. Knowledge of air traffic technical training, tracking, metrics, project management, analyzes and evaluating programs for project effectiveness. Technology: Knowledge of technology to align organizational programs, support project implementation for Next Generation Air Transportation System (NextGen). Demonstrate the ability to coordinate and identify changes in the workforce and incorporate NextGen Implementation Plan with FAA/ATO initiatives. Management of FAA resource tools to include web-base learning for FAA/DOT and training community service areas, and programs that interact with customer, stakeholders, upper management and outside entities. Communication and Facilitation Service: Demonstrate experience in developing comprehensive communication strategies to support focus groups, social marketing, leadership communication, experience in various facilitation methodologies such as Future Search and collaborative software technologies such as Think Tank, Same time. Demonstrate experience in strategic meeting management, event reporting, workflow management, and conference planning, teleconferencing capabilities and facilitation of meetings. Ability to use application tools for desktop publishing and graphic design.
