QUESTIONS (POSTED AS ATTACHMENT 8/31/09) AKR-90100 Amendment 8/31/09 1. Is ALL video that will be used to benchmark the performance of the software to be developed filmed at 8 FPS or greater? No, a portion of the video available is recorded at 6 FPS. The majority of the video is recorded at 8 FPS. 2. If there are exceptions that have less than 8 FPS, do you envision incorporating this video in the prototype development effort? Yes 3. Exactly what constitutes a "halibut discard event"? Will two halibut discarded at the same time and overlapping each other on the chute be considered one event or two? Two halibut (overlapping might occur) would be considered two events. 4. What if the halibut is partially or completely obscured during discard, but its presence can be inferred (and length guessed at) by a human observer? This would also be considered a halibut discard event. However, the human reviewer does not estimate lengths on completely obscured halibut. 5. Describe expectations, if any, for limits on "false positives", or capture of frames for human review which do NOT contain a halibut. False positives would be required to fall within the 5% and 20% benchmarks (per SOW) as part of the identified discard events that may need human verification. 6. What should happen if the chute is moved significantly from its original location? The software should be able to adapt to these types of situations. The software could create an alert to prompt an end user to a change that might require human input or it could compensate for a change automatically. 7. Will ALL of the video to be used to benchmark the prototype performance be made available to bidders prior to bidding? If so, how/when can we obtain the video? No, not all video will be provided prior to bidding. A sample video will be provided upon request by contacting Jennifer Watson and Dana Whiteley at jennifer.watson@noaa.gov and dana.whiteley@noaa.gov. 8. What data is available to independently validate the quantitative results of the software (counts and lengths)? Is the same data available for all video on all vessels? For one vessel, actual numbers and individual lengths of halibut can be used to validate the results of the software. For other vessels, actual in person counts are available as well as human reviewed counts and lengths are available for comparison. For a portion of the video from other vessels, actual lengths and counts are available. 9. Will this data be made available to bidders prior to bidding? No 10. If not, will it be available at the beginning of the project for the winning bidder? Yes 11. What is the objective of the agency in benchmarking the prototype software on 5 different vessels with different chute designs and handling protocols? The agency's objective in benchmarking prototype software on different vessels is two-fold. The agency would like to identify the limitations of image recognition in various conditions and identify the most favorable design for future implementation. Handling protocols will be difficult to constrain and will most likely always vary slightly from vessel to vessel. RESPONSE DATE IS STILL TUESDAY, SEPTEMBER 8TH AT 12:00 PM ALASKA TIME.
