- SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FDA-SOL-09-1063423 is being issued as a request for quote; however, if no response is received to this notice by the response due date, the Food and Drug Administration will issue a sole source award to Elsevier B.V for Reaxys Subscription. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. Background- FDA researchers require access to Reaxys to support the information needs of staff involved in organic, inorganic, organometallic and patent chemistry. The U.S. Food and Drug Administration (FDA) Biosciences Library requires access to this search and retrieval system to streamline their work flow for chemical compounds, bibliographic data, and chemical reactions. It includes the contents of Crossfire Beilstein, Crossfire Gmelin and the Patent Chemistry database into a single resource based on chemistry. Researchers can access 80 categories of facts, structured around substances and reactions along with bibliographic references. See Attached SOW CCR: Vendors must be registered in the Central Contractor Registration (CCR) prior to the award of the contract. You may register by going to www.ccr.gov QUESTIONS DEADLINE: All questions are to be submitted via email to Matthew.Erbe@fda.hhs.gov, no later September 2, 2009, 11:00 am EDT. QUOTATIONS DUE: All quotations are due to: Matthew.Erbe@fda.hhs.gov, no later than 4:30 pm, EDT on September 4, 2009. PROVISIONS and CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation. The following agenda has been attached to this provision: None. The clause at FAR 52.212-4, Contract Terms and Conditions, Commercial Items applies to this acquisition. The following agenda has been attached to the clause: None.
