Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD-09-157, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-36. The North American Industry Classification (NAICS) Code is 334516 and the business size standards are 500. However, this solicitation is a not a set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with GE Healthcare Bio-Science Corp, 800 Centennial Avenue, Piscataway, NJ 08855 94520 to procure the following: Quantity of one (1): SYS80001 iTC200 MicroCalorimeter to include: •Ultrasensitive iTC200 MicroCalorimetry Cell w/syringe tower •Control Unit for real-time operation and post-run data analysis. Network compatible •Software pack including; ORGIN®, VPViewer™, Microsoft® Windows® XP Professional •iTC200 Washing Module for cleaning cell and syringe •Injection syringes •Accessories box with filling and emptying syringes and assemblies, o-rings, temperature standards, fuses, plunger tips, tools and more •Manuals iTC200 User’s Manual, ITC Data Analysis Manual, iTC200 Single Injection Method Manual •Shipping •On-site installation and instruction SUMMARY OF TECHNICAL DETAILS The main advantages of the iTC200 include: Immediate Availability: The iTC200 is the only calorimeter with a 200 l cell that is available for shipment and installation before November 2009. Sample Requirement: The iTC200 requires as little as 5 to 10 µg of protein in the sample cell for a binding experiment Throughput: The iTC200 faster equilibration times allow 2 to 4 runs per hour Automation: A 100% upgrade pathway to automation from the iTC200 is currently available. The Auto iTC200 can run up to 50 samples per day and 384 samples unattended offering significant increases in throughput. Three User Selectable Response Times: Allows user to adjust instrument response times to the reaction rate being studied. Ease of Use: The iTC200 comes complete with user-friendly experiment design wizards that simplify sample runs. Results are presented in an Excel format for further analysis or data transfer. The iTC200 is also supplied with a tower, to facilitate syringe handling and precise positioning, and with a washing Module to facilitate cleaning of the sample cell and syringe. SOFTWARE FEATURES INTELLIGENT USER INTERFACE: Easy to operate interface includes experiment design wizards. VP-VIEWER™ INTERFACE: Proprietary software controls all real-time parameters of operation. Fully integrated with Origin® data analysis software for post run analysis. ORIGIN® SOFTWARE: For data analysis. No filters are applied and user can review raw data. Publication quality graphics. ORIGIN INCLUDES: --SEVEN USER SELECTABLE BINDING MODELS: • Single Site • Two Site • Sequential Site • Competitive Site • Enzyme Kinetics • Displacement • Dissociation (monomer and dimer) Automated calibration procedures and standardized calibration report generators. --DATA MERGING PROGRAM FOR ANALYSIS OF MULTIPLE ITC RUNS: Data merging program provided by MicroCal can merge two or more ITC data sets to allow simultaneous analysis in Origin® of an experiment requiring more than one series of titration injections. --ADVANCED TUTORIAL GUIDE: User-friendly tutorial guide for ITC Data Analysis in Origin®. DATA OUTPUT: Experimental results are displayed in Excel for further analysis or data export. Data analysis reports are also generated. The MicroCal iTC200 is the only calorimeter currently available for shipment/installation before November 2009 displaying a 200 microliter cell. The MicroCal iTC200 calorimeter manufactured by GE Healthcare will be used to determine the affinities and thermodynamic parameters of biologically relevant interactions studied in our laboratory. The MicroCal iTC200 is the only calorimeter presently available with the capability to use reduced amounts of sample of 0.2 milliliters. This represents an approximately 7-fold reduction in the amount of sample necessary to perform an experiment when compared to the instrument currently being used by the NIH. Due to this fact, the iTC200 is the most sensitive instrument that is available at this time to perform isothermal titration calorimeter. Other calorimeters that are currently available require sample volumes 1.0 milliliter or greater, which represents an amount of experimental material that is often very difficult to obtain in our research. Sample rates are doubled with the iTC200 and can be doubled again by reducing the number of injections from the traditional 24 to 12. Consequently, by implementing a reduced injection strategy, up to four runs per hour can be accomplished with the iTC200. If higher sample throughput is required in future experiments, the field upgrade to the Auto-iTC-200 is capable of analyzing 50+ samples per day with unattended operation, using standard 96 well microtiter plates, freeing researchers to concentrate on data analysis. By providing temperature controlled sample storage, programmed automated injections and cell cleaning the Auto iTC200 can provide the ability to design unique experiments that can run unattended overnight. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations HOWEVER, ALL RESPONSES RECEIVED, WITHIN FIFTEEN DAYS FROM THE DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors – Commercial Items; FAR Clause 52.212-2, Evaluation – Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions – Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items – Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
