- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12 and 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation NEEG6000-09-20921 is issued as a request for quotation and is solicited under full and open competition. The NAICS code is 334419. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Coastal Data Development Center has a requirement for one(1) 'brand name or equal' Cannon Image Runner 3230 copier meeting the following requirements: 1. Minimum 30 B/W copies per minute, 2. Universal Kit, 3. Duplexing Automatic Document Feeder, 4. Additional Cassette (2), 5. 100 Sheet Bypass Trays, 6. UFR II/PCL Print Kit, 7. Finisher and 8, Additional Tray for Finisher B-1.. Offerors proposing to furnish an 'equal" product shall insert the following description for the product: Manufacturer's Name; Address; Product Name and Catalogue Description. Offerors shall be responsible for submitting all additional information on the above product necessary for the Government to determine whether the product offered meets the salient specifications of the "brand name" as listed in the solicitation. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. Firms responding to this notice must provide written authorization of their ability to service these products. Interested responsible sources may submit a quotation to NOAA no later than 12 Noon (EST) Friday, September 4, 2009. Award will be made using FAR 13, Simplified Acquisition Procedures, current through FAR 2005-36. Responses may be emailed to the Contract Specialist, Shirley L. It is the contractor's responsibility to confirm NOAA's receipt of their cost proposal prior to expiration of the due date.
