Description
NAICS Code: 42111 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR 13, as supplemented with additional information included in this notice. Thisannouncement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued under Solicitation Number RFQ-DC-09-00294 and includes the incorporated provisions and clauses in effect through Federal Acquisition Circular 05-36. The U.S. Environmental Protection Agency, Office of Criminal Enforcement, Forensics and Training (OCEFT) Homeland Security Division (HSD) requires two, 28-foot "gooseneck" style Pace American ConQuest ST trailers (Model No. CQG8528TA5K) for use by HSD and the National Counterterrorism Evidence Response Team during field activities. These trailers need to be configured and equipped with an on-board electric generator, heating and air conditioning unit, and other items specified below to ensure uniformity of appearance with other HSD assets, securely contain and transport response equipment, and act as a base of operations for personnel during field activities to include National Special Security Events (NSSEs) and search warrant support. The statement of work is available at: http://www.epa.gov/oamhpod1/admin_placement/0900247/index.htm The brand name justification is as follows. HSD requires two response trailers to securely contain and transport response equipment, and act as a base of operations for personnel during field activities. HSD has determined that a properly equipped 28-foot "gooseneck" style trailer will meet its needs for housing and transporting equipment required for NSSEs and search warrant support. The desired units must have the same appearance and style features as HSD's other trailers, which are Pace Conquest ST brand trailers. It is important to HSD's law enforcement functions to project a uniform and consistent image that begins with the outward appearance of its response vehicles and trailers. Therefore, a 28-foot GN series Pace Conquest ST "gooseneck" trailer with tandem 7,200 pound axles, is required with no substitutions being allowed. Description of item: Pace GN series 8.5 x 28 foot gooseneck trailer with tandem 7,200 pound axles and double 8 inch I-beam mainframe, model CQG8528TA5K. All standard features are required with the exception of roof vents, which HSD specifically desires to exclude. They may be listed or quoted individually, or as part of a package with includes the specified components within the below listed options. HSD will determine if a quote addresses the required options. Required Option 1 (Pace Option 16568): Conquest ST package (TA5K) which includes:"ST graphics"Aluminum MS wheels"Polished cast front corners with stainless inserts"mirror finished rear corner posts"mirror finished header Required Option 2 (Pace Option 1001BKN): Black 0.030, smooth, aluminum finish Required Option 3 (Pace Option 16127AA): 12 inches of extra height for trailer with final side door height specified by HSD prior to approval of final build plan, but will likely allow for a 6 foot 6 inch entry height into the trailer box. Required Option 4 (Pace Option 20005): Bar lock for side door Required Option 5 (Pace Option 2001R): Heavy duty ramp door (5,500 pound dispersed load capacity) with spring assist in lieu of double rear cargo door. Final overall height will be specified by HSD prior to approval of final build plan, but will likely allow for a 6 foot 6 inch entry height into the trailer box. Required Option 6 (Pace Option 16101): SX enclosed GN riser (CQ/CS) in diamond plate Required Option 7 (Pace Option 80095F): R7 polystyrene wall insulation Required Option 8 (Pace Option 90160): R7 polystyrene ceiling insulation Required Option 9 (Pace Option 90110F): White vinyl finished ceiling Required Option 10 (Pace Option 13013): Hydraulic landing jack to include 12 volt marine battery and box. Final location of the battery box to be specified by HSD prior to approval of the final build plan, but the most likely location is in the riser. Required Option 11 (Pace Option 13063): Rear corner post drop down jacks Required Option 12 (Pace Option 40018): Amber cornering lights Required Option 13 (Pace Option 60295): Spare tire (LT235/85R16 LRG) with steel rim Required Option 14 (Pace Option 11918): 18 foot LX awning (A&E Elite 9000) with deluxe hardware for road side use, gray in color Required Option 15 (Pace Option 11914): 14 foot LX awning (A&E Elite 9000) with deluxe hardware for curb side use, gray in color Required Option 16 (Pace Option 400135) or equivalent: 13.5K BTU AC with heatstrip (110 volt) - low profile unit preferred (10 inches in height above exterior roof or less) Required Option 17: Minimum of a 6 KW diesel generator, 7 KW to 12 KW preferred, with remote start and panel (inside main trailer box) with digital hour meter, wiring harness and exhaust pipe. Onan brand or equivalent low noise (?66 dB at 3m and half load) generator required. The generator box (Pace option 40086) is to be in the riser with the final location to be specified by HSD prior to approval of the final build plan. The generator fuel supply (Pace option 40088) is to be of the non-living quarter type and in the riser, with the final location to be specified by HSD prior to approval of the final build plan. Required Option 18 (Pace Options 40050 and 16042): 50 amp breaker box with 110 volt lifeline and plastic cable access hatch Required Option 19 (Pace Options 40515 and 40125): Two, 500 watt, 110 volt quartz lights with recessed polished aluminum housing and a dedicated LX wall switch with brushed stainless steel for each light. Final location for each light to be specified by HSD prior to approval of the final build plan, but the most likely locations are one light over the side door or nearby riser area, and the other on the opposite side of the trailer in riser area. Required Option 20 (Pace Options 40004 and 40125): Two, 110 volt, 4-foot fluorescent lights with diffusers and associated LX wall light switches with brushed stainless steel plates Required Option 21 (Pace Option 40113): Two, GFI exterior 110 volt outlets near rear posts of trailer, with final location to be specified by HSD prior to approval of the final build plan. Required Option 22 (Pace Option 40128): Eight, interior 110 volt LX outlets and brushed stainless steel face plates with final location to be specified by HSD prior to approval of the final build plan. Required Option 23 (Pace Option 40012): Four total (two included in standard features of trailer) SX 12 volt standard dome lights with 12 volt 3-way wall switch. Required Option 24 (Pace Option 12003): 129 feet of recessed wall E-track with final location to be specified by HSD prior to approval of the final build plan. Required Option 25 (Pace Option 16505): 76 feet of recessed floor E-track with final location to be specified by HSD prior to approval of the final build plan. Additional requirements for item requested: Additional Requirement 1: Document fee for title is to be included Additional Requirement 2: Delivery via freight to Building 25, Denver Federal Center, Denver, CO 80225 preferred, but delivery to a commercial location within 10 miles of the Denver Federal Center is acceptable. Additional Requirement 3: Final inspection and delivery acceptance will occur at delivery location Additional Requirement 4: Delivery expected within 8 weeks of order receipt Additional Requirement 5: Construction of units is to begin after HSD approves of final plans which incorporate all options above for which HSD must provide final specifications. Justification Justification for Required Options 1 and 2: The Conquest ST package and black finish are required to ensure that the two response trailers have the same appearance and style as other HSD trailers. Justification for Required Option 3: The additional 12 inches of trailer height is needed to allow for sufficient interior height for HSD equipment and personnel, and to allow for higher entryways. Justification for Required Option 4: A bar lock is required for the side door to enhance security of the trailer, which will contain high-value items and law enforcement equipment. Justification for Required Option 5: A heavy duty ramp door of sufficient entry height is required for personnel to safely and efficiently load items into the trailer. Justification for Required Option 6: An enclosed riser is needed to both protect the vehicle from light road damage (via the diamond plating) and provide storage and easy access to roadside emergency items. Justification for Required Options 7, 8, 9, and 16: The response trailers will be used as a base of operations for personnel during field activities. Therefore, climate control is needed to allow personnel to prepare and store essential equipment. Insulation in the walls and ceiling will save energy, mitigate noise, and allow for the use of a single AC unit with heatstrip. A finished ceiling is required with insulation and when 110 volt power is installed for the AC unit. White vinyl will allow for better illumination versus alternate finishes, such as bare wood paneling. Justification for Required Options 10 and 11: Hydraulic landing jack and rear corner post drop down jacks are needed to safely stabilize and level the response trailer when disconnected from a towing vehicle. Justification for Required Option 12: Amber cornering lights are needed for safety as they increase the visibly of the black trailer particularly during nighttime. Justification for Required Option 13: A spare tire is needed to ensure the response trailer can continue operations in a timely manner in the event of a flat tire. Justification for Required Options 14 and 15: Awnings are needed to protect personnel and containerized equipment from the elements when conducting response operations. Justification for Required Options 17 and 18: A diesel generator of sufficient capacity is needed to run the climate control equipment (Required Option 16), while also providing enough power for lights and charging or preparing electronic response equipment. Diesel is required for safety purposes, as it is less flammable than gasoline. Justification for Required Options 19, 20, and 23: Lighting is needed to allow HSD to safely conduct response operations regardless of the time of day. When the generator is not in operation, interior light can be provided by 12 volt dome lighting. Justification for Required Options 21 and 22: Sufficient 100 volt outlets are required to operate and charge response related and safety equipment from within and outside of the response trailer. Justification for Required Options 24 and 25: Recessed wall and floor E-track is required to allow HSD to safely secure response equipment in the response trailer. Each HSD mission may require different equipment and loading configurations; therefore, sufficient E-track is required to allow for ease of securing multiple configurations. All responsible sources may submit a response which, if timely received, will be considered by the Agency. Interested vendors will be responsible for the timely submission of their quote. Please include your name, point of contact, address, area code and telephone number, facsimile number, Dun and Bradstreet number, proof of registration in the Central Contractor Registration, GSA number, if applicable, and business size and classification (e.g., woman or minority owned; 8(a), etc.). Telephone requests or inquiries will not be accepted. In consideration of warranty, maintenance, and other practical concerns, quotes will only be accepted from vendors within fifty miles of the Denver metro area. In addition, FAR 52.212-1 "Instructions to Offerors-Commercial" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: 52.212-4 -"Contract Terms and Conditions - Commercial Items" and 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items," with the clauses cited in 52.212-5 being applicable. Offerors shall submit a firm-fixed-price quote. Quotes will be evaluated on a lowest price, technically acceptable basis. Shipping and freight charges must be included in any quote provided.
