Description
List of various storage/saftey items This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is OS13570 and is issued as a Request for Quote (RFQ). Request for Quotes are due by 14 September 2009, 2:00 PM Eastern Time. The RFQ will result in a firm fixed price contract. No partial quotations will be accepted. No partial awards will be made. The Program Support Center and the Office for Emergency Preparedness and Response is soliciting quotes to procure the following supply: CLIN 0001 Storage and safety items (see attachment) New equipment ONLY, NO remanufactured products Will be delivered to: 6701 English Muffin Way Frederick, MD 21703 The following factors will be used to evaluate quotes and are listed in order of importance: (1) Technical Acceptability (2) Price TECHNICAL ACCEPTABILITY Provide documentation that shows the product meets the salient physical, functional, or performance characteristics specified herein, in accordance with FAR 52.211-6 Brand Name or Equal. PRICE The total evaluated price will be considered for award. The award will be issued using Simplified Acquisition Procedures in accordance with FAR Part 13. 52.211-6 Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation.(b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must-(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;(2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number;(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. Quotes must indicate quantity, unit price, total amount, shipping costs, warranty information, discounts (if applicable), and delivery time. Quotes must be valid for a period of 30 days. Offerors that fail to furnish the required information, or reject the terms and conditions of the attached solicitation may be excluded from consideration. Questions regarding this solicitation are due by September 10, 2009 2PM ET. FACSIMILIE AND EMAIL QUOTES WILL BE ACCEPTED BY THE PRIMARY POINT OF CONTACT LISTED. The Offerors must be registered on the Central Contractors Registration database (CCR). Information concerning CCR requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Centers at 1-888-227-2423. Only contractors who are registered in the Central Contractor Registration (CCR) can be awarded a contract. Offerors must have electronic funds transfer (EFT) capability. Offerors proposals shall be valid for a minimum of 30 days to be acknowledged in the offerors proposal. 52.212-2 Evaluation of Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the lowest priced offer which is both technically acceptable and shows satisfactory past performance.
