Description
This announcement is to provide notice that the U.S. Army Space and Missile Defense Command on behalf of the Joint Program Executive Office for Chemical Biological Defense (JPEO CBD) intends to negotiate on a sole source basis program support for assay validation. The intended contractor is AOAC International (AOAC) at 481 North Frederick Avenue, Suite 500; Gaithersburg, Maryland 20877-2417 USA. It is anticipated that a Firm Fixed Price purchase order will be issued to secure the services of AOAC as an independent third party validation entity. Under a previous contract, the Department of Defense (DoD) and the National Guard Bureau (NGB) had teamed with AOAC International (AOAC) to validate the Medical Identification and Treatment Systems-Critical Reagents Programs (MITS-CRP) B. anthracis Polymerase Chain Reaction (PCR) assay. AOAC is recognized internationally as an independent third-party validation body, and their Official Methods of AnalysisSM (OMA) would provide overwhelming confidence to the CRP PCR assay required for the detection of B. anthracis. The DoD Validation Program began in 2005 and AOAC, under the previous contract, has been the principle program manager and statistical analysts during the validation. The original contract with AOAC expired on 31 May 2009 as the final studies were being planned to complete the DoD Validation Program. In order to complete the validation studies and receive the OMA status that the DoD and NGB have been working towards, it is necessary to work with AOAC to analyze the data and produce the final OMA report. The statutory authority permitting acquisition of the assay validation support by other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. While this notice is not a request for competitive proposals, responsible parties purporting to have the requisite credentials and licensing to provide these services without unacceptable delays or expense in fulfilling the agencys requirements must furnish, in writing, factual information which clearly supports and demonstrates that their company is sufficiently able to provide the required assay validation support within 10 days of this notice. A determination not to compete this proposed action based on any responses to this notice is solely within the discretion of the Contracting Officer.
