- REQUEST FOR EXPRESSIONS OF INTERESTDEVELOPMENT OPPORTUNITY VA Medical Center (VAMC) 17273 State Road 104 Building 5 Chillicothe, Ohio SCOPE AND NETWORK OBJECTIVES The United States Department of Veterans Affairs (VA) under its Enhanced-Use Leasing (EUL) authority (38 U.S.C. 8161 8169), is seeking expressions of interest from bidders interested in a development opportunity to finance, develop, operate and maintain transitional homeless housing serving homeless veterans and those veterans at risk of being homeless on a priority basis. The target population is single males. The proposed Mission Homeless development opportunity is located in the second (2nd) floor of existing Building Number 5 containing approximately 8,390 SF of space. Building Number 5 is a two story structure located on the western part of the VAMC campus, off of Griffith Circle. Through this EUL authority, VA can offer a long-term use of assets (up to 75 years) in order to accommodate the scope of the project. In return for VA outleasing of the property, the developer/lessee would be solely responsible for developing, financing, renovating, constructing, managing, maintaining, and operating the leased property as transitional supportive housing with a priority for homeless Veterans and Veterans at risk of becoming homeless. In return for the long-term use of the assets, the developer/operator will provide fair in-kind or revenue consideration. BACKGROUND The Chillicothe VAMC serves Veterans residing in southeastern and south central Ohio in its main medical center or one of five community-based outpatient clinics. The Chillicothe VAMC is located 5 miles north of Chillicothe on 308 acres of rural land once occupied by World War I Camp Sherman. The beautiful campus-style facility provides acute and chronic psychiatric services, primary and secondary medial services, and a wide range of nursing home care services to Veterans. SPONSOR/APPLICANT ELIGIBILITY VA is seeking qualified development teams that have a proven track record in supportive housing development and operation, including the provision of support services to the homeless.
