Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Human Carcinogenesis (LHC), plans to procure as a sole source with BMG Labtech; 2415-118 Presidential Drive; Durham, NC 27703 for the brand name FLUOstar Omega Microplate Reader which includes the following: 6 fluorescence filters - Excitation: 485, 544, 584 nm, Emission: 520, 590, 620 nm., Maintenance kit, cables, Windows TM control/evaluation software, instruction manuals, and Standard Service for the first year. This acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12 and under the authority to use simplified procedures for commercial requirements as provided in FAR 13.501. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Delivery Date: 15 days from date of award. This is not a solicitation for competitive quotations. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office by 11:00 am EST, on September 11, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Part I: Background information and description of requirements: The Laboratory of Human Carcinogenesis (LHC) is conducting integrative and mechanism-based gene expression profiling in human cancers as a tool for improving molecular diagnosis, prognosis, molecular targeting and mechanistic understanding of the diseases. The Liver Carcinogenesis Section (LCS) has been increasing focus on screening for potential drug targets used in treating hepatocellular carcinoma (HCC) patients. Due to an increase in such projects being initiated within the LCS as well as the entire LHC group, these laboratories require the use of a FLUOstar Omega Microplate Reader to complete the mission of the NCI. The machine is critical for the uses of the lab because it allows for high performance luminescence measurement (using Dual LuciferaseTM kits certified by Promega) with dedicated noise reduction circuits, 2,000,000 counts per second and is BRET capable. The FLUOstar Omega reads up to eight fluorophores per plate, has fast wavelength switching for FRET assays, performs top and bottom readings, and has programmable shaking, 45°C incubation and auto-optic switching. The Omega accommodates two reagent injectors, 5-350ul in 0.5ul increments and can collect data as rapidly as 20 points per second. The Software is FDA 21 CFR Part 11 Compliant and the Quick-Start feature delivers full functionality without requiring complex protocol setup. Currently, another lab in the same building allows the LHC to use their FLUOstar Omega Microplate Reader as necessary; but increase in clinical specimens for research has overtaken the use of the machine by both labs. The LHC requires their own machine to complete the various analyses completed including screening potential drug targets useful in treating patients with HCC as well as many other cancer types (lung, breast, pancreas, prostate), detecting promoter activity and microRNA targets, and performing cell proliferation assays. These assays involve very large sample numbers and with the increasing size of the sample sets it is critical to purchase the instrument specifically for the LHC. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Part II: Facts and Reasons to Justify Other than Full and Open Competition: Statutory Authority Statute: This justification has been prepared under the authority of 41 U.S.C. 253 (c)(1) as set forth in 13.106-1 (b)(1). Justification: No other vendor is known to the NCI capable of providing a comparable instrument to fit the unique needs of the lab due to the need of scientific comparability of results to compare the data that has already generated along with any data gathered in the future. It is not possible to make comparisons and statistical analysis with samples run on different types of machines. In addition, the instrument has unique specifications not provided by any other model available on the market. The following salient characteristics apply to FLUOstar Omega Microplate Reader: • Provides a spectrometer which allows for instantaneous high-resolution UV/vis spectrum to be captured from every well in a plate • Provides four measurement principles: fluorescence, time resolved fluorescence, visible and low UV absorbance, and glow luminescence (flash with injectors) • Two (2) on board reagent injectors critical for dual luciferase experiments
