- STATEMENT OF WORK NSF 1099 Services I INTRODUCTION I.1 Mission and Scope: the National Science Foundation (NSF) is an independent agency of the Federal Government that supports basic research and advancement of science by awarding grants to institutions for specific projects. NSF currently employs a staff of approximately 1200. Over one third of the staff is scientists, engineers, or educators; one third is administrative and technical staff; one third is support staff. This contract is located in the Division of Administrative Services (DAS). The National Science Foundation (NSF) seeks the following to provide 1099 forms for 2009. The awardee must meet the following specifications: Scope of Work 1. The vendor shall provide NSF all phases of 1099 issuance and reporting. 2. The vendor shall validate and notify NSF of file format issues prior to 1099 processing. 3. The vendor shall provide documentation of its process and procedures as they relate to the generation and validation of the IRS Form 1099. 4. The vendor shall provide a project plan with associated timeline of its processing phases that includes what is requested from NSF. 5. The vendor will provide a project manager with knowledge of the vendor's products, processes, and procedures. a. The project manager is to have knowledge of IRS 1099 requirements b. The project manager is to have knowledge of the IRS TIN matching program 6. The vendor shall be able to receive NSF's 1099 files in ASCII delimited text format to prepare the IRS Forms 1099. a. The vendor shall provide the ability for NSF to send test bulk files prior to sending the final. 7. The vendor shall validate the 1099 addresses prior to mailing by running them against the United States Postal Service current address database. If the address does not exist, vendor will provide NSF with a list of them and their corresponding TINs (Taxpayer Identification Number), Taxpayer names and the incorrect addresses. 8. The vendor shall also validate the 1099s TINs using the IRS Matching program prior to mailing and provide a list of mismatches to the National Science Foundation (NSF) and the reasons for the mismatches. a. The vendor shall reconcile the 1099 files received from NSF to the IRS matching program b. Based on the review of the list provided by the vendor, NSF will provide new addresses for the vendor to regenerate the 1099 and send a request to the taxpayer for an IRS Form W-9. c. The vendor shall provide to NSF detailed proof of this mailing. See Backup Withholding for Missing and Incorrect Name/TIN(s) Publication 1281 for further guidance. 9. The vendor shall provide a sampling of the 1099s and W-9s for NSF's approval prior to actual generation of the bulk mailings. 10. The vendor will provide the ability for NSF to review the bulk file before it is submitted to IRS and to the 1099 recipients. 11. The vendor shall mail the 1099s within the IRS required due dates. 12. The vendor shall provide postage reports to NSF for the total pieces of mailings and the total cost. 13. The vendor shall provide a soft copy of all mailings to the NSF that shall include subsequent revised 1099s and taxpayer notification letters. 14. The vendor shall ensure security measures to any internet sites or soft copies of data given to NSF are safeguarded using encryption softwares. 15. The vendor is to provide bi-weekly status reports of all services actually performed. No questions will be accepted after 12:00pm EST, Monday, September 7. SUBJECT TO THE AVAILIABILITY OF FUNDING
