Description
Specifications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is OS13561 and is issued as a Request for Quote (RFQ). Request for Quotes are due by 11 Sep 09, 2:00 PM Eastern Time. The RFQ will result in a firm fixed price contract. The Program Support Center and the Office for Emergency Preparedness and Response is soliciting quotes to procure the following supply: CLIN 0001 Ottawa 4X2 Off Road Tractor Trailer (Like or equal to the Ottawa 4x2 off road terminal tractor) SPECIFICATIONS Wheelbase: 110” with “L” frame reinforcement Option: 116” with “L” frame reinforcement Engine: Cummins Tier 3 QSB6.7-160 HP @2200 RPM, 540-lb/ft torque @1500 RPM Electronic-CAC with primary fuel filter Option: Air inlet grid heater for aiding in starting in cold weather. Additional 3rd battery. Front Axle: Meritor FF-961, 12,000 lb with 16.5’ 5’ brakes. 285mm piloted hubs Rear Axle: Meritor RS-23-186, 7.83:1 ratio, rated @ 30,000 lbs. with 16.5”x7” brakes and 285mm piloted hubs Lift height: 17” lift, 5” I.D. hydraulic cylinders, 60,000 pound lift rating Fifth Wheel: Holland FW-35th fifth wheel plate rated at 70,000 pounds Hydraulic System: Hydraulic System with constant running wet spline PTO and 10 gallon per minute pump with priority steering circuit and a 16 gallon hydraulic tank. PRICE The total evaluated price will be considered for award. The award will be issued using Simplified Acquisition Procedures in accordance with FAR Part 13. 52.211-6 Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation.(b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must-(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;(2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number;(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. Quotes must indicate quantity, unit price, total amount with option, total amount without options, shipping costs, warranty information, discounts (if applicable), pictures or diagrams (if applicable) and delivery time. Quotes must be valid for a period of 30 days. Offerors that fail to furnish the required information, or reject the terms and conditions of the attached solicitation may be excluded from consideration. FACSIMILIE AND EMAIL OFFERS WILL BE ACCEPTED BY THE PRIMARY POINT OF CONTACT LISTED. The Offerors must be registered on the Central Contractors Registration database (CCR). Information concerning CCR requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Centers at 1-888-227-2423. Only contractors who are registered in the Central Contractor Registration (CCR) can be awarded a contract. Offerors must have electronic funds transfer (EFT) capability. Offerors proposals shall be valid for a minimum of 30 days to be acknowledged in the offerors proposal. 52.212-2 Evaluation of Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the lowest priced offer which is both technically acceptable and shows satisfactory past performance.
