- Approved J&A for Data Domain procurement Data domain system JUSTIFICATION AND APPROVAL - LIMITED SOURCES UNDER FAR PART 8.405-6 1. Identification of Agency and the Contracting Activity and specific identification of the document as a "Limited Source Justification" The Office of Acquisition Management (AlLMJAQM), Department of State (DoS), is processing this limited source justification and approval at the request of the Bureau of Information Management using ARRA funding. 2. Nature and/or description of the action being approved This Justification and Approval (J&A) on a brand name only basis is for the purchase of Data Domain System. This is a new addition or new contract to add additional Data Domain Systems to an existing Data Domain infrastructure. 3. A description of the supplies or sen ices required to meet the agency's needs (including tbe estimated va lue) One of the ESOC's responsibilities is to provide a backup infrastructure to the Department of State. The ESOC provides this service utilizing Data Domain's product which gready reduces the amount of captured data by a process called de-duplication. The process of de-duplication gready reduces the amount of physicaJ storage required for long tenn backups/archives of DoS data. Data Domain heavily relies on similar HIW to run efficiently in a clustered environment and for high availability computing and deduplication. The current purchase is an extension of the existing support and is required to maintain consistency across si tes to continue with our ability to support offsite recovery. This is in full compliance with our FISMA reporting responsibilities and the President's Management Agenda. 4. An identification of the jus tification rationa le (sec 8.405-6(a) and (b) and, if applicable, a demonstration oftbe proposed contraclor's unique q ualifications to provide the required supply or senice This Justification and Approval cites the authority under Federal Acquisition Regulation (FAR) Pan 8.405-6(2) for Brand Name items particular to one manufacturer. The products identified by brand name herein have been determined to be the only items that meet the Department's requirement as a key component of the Depanment's System Recovery systems. This purchase is an extension of the investment already made in this brand narne. This is not a completely new installation but builds upon existing infrastructure. 5. A determination by the ordering activity contracting officer that the order represents the best value consistent with 8.404(d) The delivery order will be awarded under a General Services Administration Federal Supply Schedule (GSA FSS) contract, whose rates have been determined by GSA to be fair and reasonable. There will be a competition among GSA schedule holders and furthcr discounts may be obtained. 6. A description of the market resea rch conducted among schedule holders and the results or a statement of the reason market research was not conducted. Market research was conducted through GSA Advantage and BlueRiver IT group to give a government cost estimate for the desired product. While this is a brand name justification, there are multiple vendors that provide the product so C'stablishing a baseline through BlueRiver IT is required to do due diligence. As noted above in answer to number 3, ESOC and !TeeB had previously done work to narrow the fie ld and make an appropriate selection that met department needs. 7. Any other facts supporting the justification. None 8. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition that led to the r estricted considerati n before any subsequent acquisition for the su pplies or sen 'ices is made. A FedBizOps notice will be publicized as required by FAR 5.2.
