Description
Amendment No.1 to Presolicitation PSOL-617-09-000003 PRESOLICITATION NOTICE Brief description of the program The United States Agency for International Development (USAID) in Uganda intends to award a five-year PEPFAR funded program that will increase sustainable use of quality HIV/AIDS care and treatment and related laboratory services at regional referral and district hospitals in Uganda. This project will be responsible for the following: • Improving the delivery and uptake of quality HIV/AIDS care and treatment and related laboratory services in 11 regional referral hospitals and 16 district hospitals that were served through the Treat program; • Transition of HIV care, treatment and lab services at lower level facilities and outreach sites (lower level health facilities) to USAID-funded district based HIV/TB programs; • Enhancing the Ministry of Health stewardship – expanding its capability and capacity to coordinate, support, deliver and monitor quality HIV/AIDS care and treatment programs and laboratory services; and • Utilizing public-private partnership models to address bottlenecks in MOH support for the roll out of HIV/AIDS care and treatment programs. Intended achievements USAID hope to have achieved the following results at the end of five years: 1. Increased availability of HIV/AIDS care and treatment and laboratory services at regional referral and district hospitals. 2. Enhanced quality of HIV/AIDS care and treatment and laboratory services at regional referral and district hospitals. 3. Strengthened coordination and sustainability of HIV/AAIDS care and treatment and laboratory services at regional and district hospitals. USAID/Uganda therefore anticipates releasing a Request for Propose (RFP) by the end September 2009. Interested offerors should consider submitting a proposal after release of the RFP. Award of this instrument is expected to be around the end of January, 2010.
