Description
The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-046W-S-09-0069 on or about September 15, 2009, for the Lookout Tower Lightning Upgrade. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after September 15, 2009, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. PROJECT DESCRIPTION. The purpose of this contract is to secure a complete set of services to upgrade the lightning protection system for one look out tower, with the potential option for three more tower upgrades. Contractor shall provide all materials, labor, equipment, and incidental items to rebuild existing Lightning Protection systems at four lookouts. Three of the lookouts a located on the Mt. Hood National Forest in Oregon, and the last is located on the Gifford Pinchot National Forest in Washington. All the sites are behind locked gates. The gates will be unlocked only during the site visits. At the Clear Lake Butte and Flagpoint Lookout, prospective bidders/offerers may hike to the site from the gates. Pay items Descriptions 1.Pay Item 1 — Red Mtn. Lookout: Install / Construct lightning protection system per attached plans and specifications. 2.Optional Pay Item 2 — Provide Unit Price per linear foot of ground conductor (Washington).* OPTIONAL ITEMS 3.Pay Item 3 — Clear Lake Lookout: Install / Construct lightning protection system per attached plans and specifications. 4.Pay Item 4 — Flagpoint Lookout: Install / Construct lightning protection system per attached plans and specifications. 5.Pay Item 5 — Five Mile Lookout: Install / Construct lightning protection system per plans and specifications. 6.Optional Pay Item 6 — Provide Unit Price per linear foot of ground conductor (Oregon).* •Items 2 and 6 will only be measured and paid for only after the ground conductor test indicates that additional ground conductor than the length shown on the drawings is required. • There is no guarantee all or any of the estimated quantities was be used. The quoter is advised to visit the worksite to determine an estimate of cost prior to submitting a quote. The quoter is responsible for determining the amount of work. OBTAINING A SOLICITATION. Address: Project Location, Red Mountain Lookout can be reach by traveling b west on State Highway 141 (which turns into Forest Road 60) from Trout Lake, WA, approximately 17.5 mile to Forest Road 6048. Proceed north on Forest Road 6048 approximately 3 miles to the project site. The hike from the gate is approximately 3 miles., Flagpoint Lookout can be reached by traveling west on Dufur Valley Road Forest Road (FR) 44 from Dufur, OR approximately 17 miles to FR 4420; proceed on FR 4420 (which turns into FR 2730) for approximately 4.5 miles to FR 2730200, turn right and proceed to the project site. The Badger Creek Wilderness is on either side of the road, the contractor shall not allow any littering from the vehicle(s). The hike from the gate is approximately ½ mile., The project site can also be reached via State Highway 35. The intersection with FR 44 is approximately 26 miles south of Hood River, OR., Fivemile Butte Lookout can be reached using FR 44 (see above). The turnoff (FR 4400120) is located approximate 1 mile west of the FR 4420 road. Turn north (right) and proceed approximately 1.5 miles to FR 4400122. Turn right and proceed to the project site. The hike from the gate is approximately ½ mile., Clear Lake Lookout can be reached by traveling east on State Highway 26 approximately 10 miles from CO Camp, OR to CO Road 42 (Skyline Road). Turn south (left) on FR 42 and proceed approximately 2 miles to FR 4200240. Turn west (right) to proceed to the project site. There is a gate to lookout. A F.S. key or the combination to the lock can be obtained at the Hood River or Barlow Ranger Stations.
