Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis the collection and compilation of survival data from a case-control study of kidney cancer in Central and Eastern European countries from the International Agency for Research on Cancer, Unit of Environmental Cancer Epidemiology, 150 Cours Albert-Thomas, 69008 Lyon, France. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System Code is 541690 and the business size standard is $7M. The period of performance shall be twelve (12) months from date of award. In 2000, NCI collaborated with investigators at the International Agency for Research on Cancer (IARC) to launch a case-control study of kidney cancer in six centers in Central and Eastern European countries (I.E., Bucharest, Romania; Brno, Olomouc, and Prague Czech Republic; Lodz, Poland; and Moscow, Russia) to evaluate risks in relation to occupational exposures. Collection of data from the eastern European case control study was completed in Fall 2002. Subsequently, in 2008, a pilot study was conducted to determine the feasibility of collecting survival information in each of the centers. The purpose of the proposed project is: 1) Collect survival data on remaining cases from the original case-control study that were not included in the pilot study, from four of the six centers in which a survival study was deemed feasible. 2) Using the forms and protocol that was developed and successfully utilized in the feasibility study, collect, compile, and report information obtained to the NCI. 3) Construct a dataset that can be used for data analysis of summarized data. In 2000, investigators at the International Agency for Research on Cancer (IARC) launched a case-control study of lung cancer in six centers in Central and Eastern European countries (i.e., Bucharest, Romania, Brno, Olomouc, and Prague, Czech Republic; Lodz, Poland; and Moscow, Russia) to evaluate risks in relation to occupational exposures. Field work for the Central and Eastern European Renal Cell Case-Control study was completed in 2001. Since 2001, analyses have been conducted on risk factors (occupational, environmental, pathology, genetics) for kidney cancer. In addition, within the etiologic study, a tumor heterogeneity study has been conducted to compare tumor material from cases associated with certain risk factors to those that are not, in attempt to strengthen causal inference. The NCI has used comparative genomic hybridization to identify gross aberrations in the genome, mutational spectrum analysis and promoter hypermethylation analysis of the von Hippel Lindau gene (VHL), a gene commonly inactivated in approximately 80-90% of clear cell kidney cancer cases and analysis of over 2000 genetic polymorphisms. This information can now be used to identify genetic factors that may be determinants of response to therapies and survival. These markers can also be used to develop models that can improve prognosis predictions. The NCI plans to take advantage of collaborations and infrastructure currently in place for completion of this study. Since IARC had successfully collected original data on exposures and molecular analyses from study centers and has successfully coordinated large complex epidemiologic studies with PIs at study centers, coordinating biological sample collection, storage and shipments across Europe, and implementing standardized field and quality control procedures among the study centers for both the case-control and feasibility studies, they are uniquely qualified to conduct the data collection, compilation and reporting to complete the effort for the multi-center survival study on patients in the original kidney cancer case-control study. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on September 11, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
