- RECOVERY PROJECT-Construction Project No. 656-09-151, entitled'Upgrade/Renovate Supply, Processing, and Distribution (SPD)'. Thissolicitation is issued as an IFB (Invitation for Bid) constructionproject, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNEDSMALL BUSINESS (SDVOSB) firms. This notice is for information only tocontractors under the 100% SDVOSB set-aside program. All SDVOSBsubmitting an offer must be registered and will be verified by theContracting Officer in the VetBiz Information pages located athttp://www.vip.vetbiz.gov/. All bidders must also be registered onwww.ccr.gov and https://orca.bpn.gov. The NAICS Code 23622, along withsize standard $33.5 million applies. The procurement is entitled'Upgrade/Renovate Supply, Processing and Distribution (SPD)' at the St.Cloud VA Medical Center, in St. Cloud Minnesota. Contractor shallfurnish all labor, materials, tools and equipment required to executephased renovation of the Supply, Processing and Distribution department(SPD) without interruption of provision of necessary services to the VAMedical Center, providing for upgrade in equipment and services asoutlined in the specifications and drawings. Work is to be completed inaccordance with the contract drawings and specifications. There are nobid alternates. Potential offerors to note the OSHA trainingrequirements as listed in the General Requirements section. Work cannotcommence until VA receives proof of required OSHA training. Anyamendments issued to this solicitation will ONLY be available on the FBOwebsite (www.fbo.gov ). Bidders are advised that they are responsiblefor obtaining all amendments. Contract completion time is 210 calendardays after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS AREMAINTAINED WITH THE CONTRACTING OFFICER. The only bidders list isavailable on the www.fbo.gov website. The estimated dollar value forthis procurement is between $1,000,000 and $2,000,000.00. Requests forhard copy solicitation documents must be in writing to the ContractingOfficer and accompanied by a nonrefundable check for $20.00 made out tothe Department of Veterans Affairs. NO TELEPHONE REQUESTS WILL BEACCEPTED. All questions must be submitted in writing. The solicitationwill be issued on/about September 15, 2009.A pre-bid meeting/walkthrough is scheduled for October 1, 2009 at 9:30AMCT, attendance is not mandatory, but is strongly encouraged. Sealed bidopening is 2:00PM CT (local time) on October 15, 2009. Electronic andfaxed bids will NOT be accepted. This project requires thebidders/contractors to secure bonding. Award is subject to theavailability of funds.
