Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Office of the Director (OD) plans to procure services from The Kaiser Foundation Research Institute (KFRI); 1800 Harrison St., 16th Floor; Oakland, CA 94612 for a Pilot Study on Electronic Data Transfer of Co-Morbidity and Related Data from Cancer Research Network (CRN) to the Hawaii Tumor Registry to Expand Spectrum of Surveillance Data. The supplies and services herein are being procured in accordance with the simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification code is 541711 and the business size standard is 500 employees. Period of Performance: shall be twelve months from date of award. The proposed project is a pilot of a mechanism for electronic transmission of data from the Virtual Data Warehouse (VDW) of the CRN to the geographically co-existing central cancer registry of the SEER Program. The proposed pilot will occur in Hawaii where the CRN (Kaiser Permanente Hawaii (KPH), Center for Health Research) covers a reasonably high percentage of the population (>20%), the SEER registry (Hawaii Tumor Registry (HTR)) has deployed the SEER*DMS data management system, also found in 7 other SEER registries, and the HTR informatics staff is highly active in innovative uses of this application. CRN data on co-morbidity and related areas, in addition to data necessary to match CRN and SEER data on patient and cancer and to provide quality control on the matches, will be electronically transferred to the HTR. These data will be incorporated into an instance of SEER*DMS modified for this pilot study. Once matching, consolidation and quality control steps have been successfully performed, an analytic file will be obtained. This file will be useful to both CRN and SEER investigators. It will allow analyses relating to co-morbidities, such as examination of the association between the number and severity of co-morbidities present during the year prior to diagnosis and treatment modalities, survival and other outcomes. It will allow determination of whether CRN, with access to electronic records of complete medical care, identifies hematopoietic cancers that HTR does not ascertain. If these cancers have been previously ascertained through previous data the registry has received from CRN, diagnostic criteria can be explored to assist in ascertainment of these cases from non-HMO sources. The CRN is the only HMO network with electronic data on all aspects of medical care of members that co-exists geographically with SEER Program registries in seven geographic sites. The CRN is unique among HMO organizations in having a virtual data warehouse (VDW) so that SAS programs can be generated to produce files of data to be submitted to SEER registries in all sites. The CRN has extensive computerization of health records, commitment to health research and particularly informatics related research, significant involvement with caBIG, and great willingness to explore new methods of using electronic health data. The Kaiser Permanente Hawaii site has been selected for the pilot study due to size of databases, deployment and successful use of SEER*DMS at the HTR, and expertise of the HTR staff in innovative use of SEER*DMS. The chair of the SEER*DMS User's Group is currently on the IT staff of the HTR. The HTR staff is also extremely expert in resolving discrepancies such as those that may occur in the course of this study. Therefore, the Center for Health Research NW/HI/SE of Kaiser Permanente Northwest of KFRI is unique in its position to carry out the work laid out in this contract. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 11 AM ET September 11, 2009. Faxed and E-mailed capability statements are not authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
