- This is a Sources Sought Synoposis. This is not a notice of solicitation. The Walla Walla District is issuing this notice to determine if there are an adequate number of interested business concerns capable of providing the US Army Corps of Engineers with the following purchase requirement. The US Army Corps of Engineers plans to purchase passive integrated transponder (PIT) (134-136 kHz) tags for the next four years for research purposes associated with the Northwestern Divisions Anadromous Fish Evaluation Program (AERP). A PIT tag is classified as a sonar reading tag under the Standard Industrial Code #3812 and is subject to radio frequency licensing. The PIT tags needed is a glass-encapsulated electronic device measuring approximately 12 mm long by 2.1 mm in diameter for the large smolts and 8.5 mm long by 2.12 mm in diameter for the small smolts. The tag can be coded with one of 35 billion unique codes. This information includes its PIT tag number, tagging location, organization responsible for the tagging, species, run weight, length, wild or hatchery type, marks and general health which are enter into the central database during the tagging event for each fish. As the tagged fishs out-migration occurs, it passes through electronic interrogation coils established at seven permanent juvenile detection sites located at federal dams in the Columbia River Basin. Each PIT tag must provide the necessary readability, reliability, high performance standard, and uniquely coded passive integrated transponder tag designed for all detection devices on the Columbia River system. Each tag must satisfy the Corpss requirements without requiring major purchases of new receiver equipment (134-136 kHz range), new design of the Corner Collector technology, or compromised reliability Estimated Quantity Delivery by each year schedule: Small PITS (8.5mm)Large PITS (12mm) Base Year 200,0002,600,000. Option Year 1 225,0002,030,000. Option Year 2 250,0002,020,000. Option Year 3 275,0002,000,000. The supplier must be able to provide large quantities of PIT tags in a short time frame in order to meet delivery dates driven by the timing of out-migrating juvenile salmonids and research activities. PIT tag delivery requirements of up to 500,000 large PIT tags or 50,000 small PIT tags within two weeks have been required. A delay in PIT tag delivery could delay research a full year with the loss of millions of dollars to the Government.
