- DEPARTMENT OF THE AIR FORCE I. JUSTIFICATION AND APPROVAL, PART 1 78ABW WARNER ROBINS AIR LOGISTICS CENTER Category: Other Contracting II. NATURE OF THE ACTION: Due to the circumstances described below, this activity will acquire the following using Other Than Full and Open Competition (OTF&OC) procedures: Autodesk products to support FDCC 2.1.2 deployment for the Warner Robins Air Logistic Center located at Robins AFB, GA. The estimated total cost is $ $152,047.69 for the purchase of all Autodesk licenses which include one year of maintenance. a.Engineering Services: All Autodesk products b.In support of: Support our war fighter logistics program and civil engineering ( F-15, C-141, C-5 and C-130) c.Type Requirements: Air Force d.Special features: Proprietary Software e.Period of Performance: 1 basic year f.Class: N/A III. DESCRIPTION OF REQUIREMENT: Autodesk applications are integral to engineering requirements located throughout the center at Robins AFB, GA. Autodesk products enable engineers from various engineering This application has HQ AFCA approval for network use (AF-EPL). Autodesk ensures updates and security which allow for functionality and compliance with DoD Information Assurance standards. IV. STATUTORY AUTHORITY: 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1(2), Only One or a Limited Number of Responsible Sources, and No Other Supplies or Services Will Satisfy Agency Requirements. V. DEMONSTRATION THAT AUTHORITY IS APPROPRIATE: The agency's minimum needs can only be satisfied by the unique supplies or services available from only the above cited sources additionally market research was restricted, that possess unique capabilities demonstrated as follows: Justification for limiting sources to particular Brand Name: MR has indicated that Autodesk is the only brand that can fulfill the agency's requirement. A significant investment has already been made with the original software licensing and custom base-wide installation. These conditions preclude any attempt for full and open competition. The government has already installed several hundred Autodesk products throughout Robins AFB. Testing and implementing a new software would cause undue delays and work stoppage. Autodesk products, specifically AutoCAD, has distinct compatibility issues which makes switching to an alternative software at this time impractical. VI. EFFORTS TO ADD ADDITIONAL SOURCES/SOLICIT FROM AS MANY SOURCES AS POSSIBLE: In the future, actions will be taken to foster competition for future acquisitions of this software. VII. MARKET RESEARCH: Market Research was performed during the initial purchase of the existing quantity of software. Research was performed using Internet Search tools and industry literature. Vendor capability review was performed using published documentation and trial software published on vendor web sites. Pricing information was verbally obtained from other Air Force Centers, and published vendor pricing.
