- DEPARTMENT OF VETERANS AFFAIRS (VA)SEEKS TO ACQUIRE EIGHT TO TEN ACRES OF LAND FOR CONSTRUCTION OF AN OUTPATIENT CLINIC IN SOUTHERN ALAMEDA COUNTY, CA REQUIREMENT: The VA is seeking expressions of interest from fee title property owners, or their duly authorized representatives, willing to offer a site for acquisition, or an assemblage of sites, or to obtain a donated site, containing eight to ten acres of land with the capacity to support 80,000 gross square feet with 400 on-grade parking spaces. Expressions of interest will be accepted for sites or sites with buildings able to accommodate 80,000 gross square feet of medical space. Sites with other structures will be considered only if the offeror intends to clear the site prior to transfer. The VA reserves the right to amend the delineated area and/or site requirements. The site must meet the following criteria: "Provide a regularly shaped site, rectangular/square buildable area."Not be located within a 100 year flood plain or other geological or environmental impairments, including no wetlands."No known presence of archaeological or historical concerns that would significantly impact project cost, schedule, or use of the land."Not have easements and location of underground utilities that encroach on the secure portion of site that would significantly impact project cost, schedule, or use of the land."Have no known underground structures or fuel tanks."Have no known landfills and no known hazardous waste, soil or water contamination, for which cleanup would significantly impact project cost, schedule, or use of the land."Have easy access to power, water, sanitary sewer, telephone, cable TV and fiber optics, along with supporting amenities."Have convenient access to major traffic arteries and to food service establishments and retail services."Be relatively flat. LOCATION: The offered site must be in Alameda County, CA, in the delineated area within the following boundaries: NorthHighway 92 extended east to Mission Blvd, and west to the East Shore of the San Francisco Bay. WestEast Shore of the San Francisco Bay extended north to one mile north of California Highway 84 and south to Mission Boulevard extended southwest. SouthMission Boulevard in Fremont extended southwest to East Shore of the San Francisco Bay and extended northwest curving along Mission Boulevard until it becomes the eastern boundary. EastMission Boulevard extended north to California Highway 84 and south to Mission Boulevard on the southern boundary. Brokers and/or agents may represent the site owner, but sites submitted by brokers/agents must be accompanied by written evidence that they are authorized to represent the ownership of the site. EXPRESSIONS OF INTEREST SHOULD INCLUDE THE FOLLOWING: "Address and legal description of the property; "Identification of existing structures;"Documentation of ownership or control"Current and/or proposed zoning;"Evidence that the site is outside the 100-year flood plain and contains no, or minimal wetlands that would not interfere with VA's use of the land;"Location map;"Aerial photos (if available);"Records of the archaeological history of the site (if available); "Phase 1 Environmental Site Assessment (ESA) of the site (if available); "Site Plan with size stated and showing that above requirements fit on site;"Prominent features;"Distance from the property lines to the available public utilities such as water, sewer, electricity, and natural gas; Sites with significant environmental issues will not be accepted. A market survey of offered properties will be conducted by VA.
