Description
THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER THE U.S. DEPARTMENT OF EDUCATION'S MULTIPLE AWARD TASK ORDER CONTRACT (MATO). The U.S. Department of Education's (ED) Institute of Education Sciences (IES), National Center for Education Evaluation (NCEE) has a contract requirement to conduct a rigorous national evaluation of the grant program named Teacher Incentive Fund Program (TIF). The law states that randomized controlled methodology must be utilized to the extent feasible. The purpose of the study is to assess the impact of performance-based teacher and principal compensation systems supported by funds of the American Recovery and Reinvestment Act (ARRA) of 2009. The TIF grant awards will be awarded in February 2010, by the Office of Elementary and Secondary Education (OESE). However, ED anticipates awarding the TIF impact evaluation contract by November 30, 2009. ED expects to utilize competition under MATO and award a performance-based hybrid task order with Firm-Fixed Price Tasks and Cost Reimbursement Tasks.
