- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE CONTRACTOR UNDER AE IDIQ CONTRACT N62473-08-D-8605, INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) FOR MECHANICAL, ELECTRICAL, AND PLUMBING ENGINEERING SERVICES FOR PROJECTS AT VARIOUS LOCATIONS WITHIN THE SOUTHWEST AREA OF RESPONSIBILITY INCLUDING BUT NOT LIMITED TO ARIZONA, CALIFORNIA, NEVADA, NEW MEXICO AND UTAH. THIS CONTRACT ACTION WAS ACCOMPLISHED USING OTHER THAN COMPETITIVE PROCEDURES. THIS TASK ORDER WAS AN EXCEPTION TO FAIR OPPORTUNITY REQUIREMENTS AS APPROVED AS THIS IS A FOLLOW-ON ORDER TO A COMPETITIVE INITIAL ORDER (FAR 16.505). The solicitation will not be made available on this website. Project Description: The American Recovery and Reinvestment Act (ARRA) of 2009, in part directs the Government to undertake infrastructure and energy projects, the following project is a result of that legislation. The following scope of work describes requirements and methodology. This ARRA project for the Marine Corps Logistics Base, Barstow, California will provide: Results in a reduction in overall energy use, a reduction in peak energy use, and a reduction in demand for the installation. Several studies on possible energy saving projects have already been performed and are included as attachments. The list of options proposed in these studies is not all inclusive and the contractor is encouraged to develop and evaluate more alternatives. The customer believes a solution that will involve Heat Plant 5 and the compressed air system and it is mandatory that these be evaluated for energy efficiency improvements. It is critical that the A&E consider customer's input and concerns on proposed designs. A-E is required to meet with all stakeholders to brainstorm and discuss proposed solutions and obtain their concurrence prior to proceed with D-B RFP preparation Information about existing conditions can be found in studies included as attachments. This A&E contract will provide a conceptual study, Scope of work for a Design-Build Request for Proposal (RFP), and cost estimate, for the project described above. There will be many ways to create energy usage reductions. The cost estimate will be based on the A&E's best solution. The A&E's best solution shall be agreed upon by all stakeholders. The duration of this project is 101 calendar days from the date of award. Project Issue Date of RFP to AE IDIQ Contractor: 03 August 2009. Construction Cost Limit is $10,000,000.
