Description
Special Notice for Information Only Assess, Document, Test and Report HUD’s Internal Control Over Financial Reporting in Accordance with OMB Circular Number A-123, Management’s Responsibility for Internal Control Requirements. The Department of Housing and Urban Development (HUD) is posting this notice to advise that a modification is being made to services required for Option Year 1 and Option Year 2 of a current contract in place that provides an assessment of HUD’s financial reporting in accordance with OMB Circular A-123. This modification will be issued under the authority of Federal Acquisition Regulation 8.405-6(b)(2), Limited Sources Justification and Approval. This modification is being placed against a Labor Hour contract that was competed using Full and Open Competition. The contract will be modified to include the additional programs/ requirements related to the American Recovery and Reinvestment Act (ARRA). The modification is needed due to the additional financial reporting requirements under ARRA related to HUD’s programs. Currently, the tasks under the contract require the contractor to assess, document and test HUD’s Internal Control over Financial Reporting in accordance with Appendix A of OMB Circular A-123. The proposed tasks will remain the same as the base year contract; however the number of HUD’s programs to review will increase during the reviewing cycle for Option Year 1 and Option Year 2. Under the current contract, the contractor is already performing the requirements, but there are additional programs under A-123 to be reviewed in Option Year 1 and Option Year 2. This was a result of using a revised approach to review HUD’s key business process and programs. HUD proposes to add the review of additional ARRA programs to the scope of the existing A-123 Financial Reporting requirements efforts. In addition to the basic contract requirements, this revision will require the contractor to review a minimum of three (3) ARRA programs for each option year and develop Cycle Memos for all programs. The programs to be included in the universe of HUD’s A-123 reviews are: 1. PIH – Native American Housing Block Grants – ARRA 2. CPD – Tax Credit Assistance Program 3. Housing – Office of Affordable Housing Preservation – Green Retrofit 4. CPD – Neighborhood Stabilization Program (NSP2) 5. OHHLHC – Lead Hazard Control, Lead Hazard Reduction Demonstration, Healthy Homes Demonstration Program, and Healthy Homes Technical Studies 6. CPD – Homelessness Prevention and Rapid Re-Housing Program (HPRP) 7. Housing – Section 8 Project Based Rental Assistance 8. CPD – Community Development Block Grant (CDBG) 9. PIH – Public Housing Operating Fund and Capital Fund This is a notice of intent and is not for competitive proposals. It is not a solicitation of a request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed acquisition is solely within the discretion of the Government.
