- THIS PROCUREMENT IS 100% SET-ASIDE FOR SMALL BUSINESS. The Materials and Construction Research Division at the National Institute of Standards and Technology (NIST) has a requirement to support the 41st Joint meeting of the United States-Japan Panel on Wind and Seismic Effects by developing a set of implementable actions that can be taken by the panel to improve its operation and make it more effective in meeting its strategic goals. The specific tasks pursuant to this effort are described in the Performance Work Statement included in the solicitation. The solicitation for this procurement will be issued concurrently with this announcement, utilizing FAR Parts 12 and 13 procedures. The Government anticipates the award of a fixed-price purchase order on or about September 14, 2009 with a 12-month period of performance. The competitive solicitation, all amendments, and any questions and answers related to this procurement will be made available via the internet at http://www.fedbizopps.gov. The solicitation will only be available via the internet at the above website. All responsible small business sources may submit a proposal which shall be considered by the agency. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant purchase order. There is no printed solicitation document available. NIST will not maintain a bidder’s list. Telephone requests will not be honored; all questions must be submitted in writing via e-mail to jill.johnson@nist.gov. To be eligible for award, offerors MUST be currently registered with the Central Contractor Registration at www.ccr.gov and have completed its representations and certifications at http://orca.bpn.gov. The North American Industrial Classification System (NAICS) code for this acquisition is 541690 with a size standard of $7.0M.
